A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD URGING THE STATE LEGISLATURE TO
PUT ON THE BALLOT A CONSTITUTIONAL AMENDMENT
ON.THE REDISTRIBUTION OF THE SALES TAX
WHEREAS, the citizens of the State of California passed
in 3une 1978, Proposition 13; and
1"1HEREAS, Proposition 13~has resulted in decreased revenues
for the cities, counties and special districts in the .state; and_ _ _
WHEREAS, consequently many cities, counties and special
districts have been forced to reduce public service levels to their
citizens; and
WHEREAS, the State of California continues to have an ~
annual surplus of over $2 Billion Dollars; and
WHEREAS, the State of California continues to increase
its influence in budgetary mattersof the cities, counties, and
special districts resulting in a decrease in local control; and
WHEREAS, on April 8, 1980, 83% of the voters of the City ;
of Lynwood approved an Advisory Ballot Measure favoring a redistri-
bution of the sales tax;. _.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Lynwood as follows•
SECTION 1. The~'CiNty Council of the City of Lynwood urges
the California State Legislature to put on the ballot for a vote by
the citizens of the State Constitutional Amendment to redistribute
an additional one cent of the current six cents sales tax for use ~ ,
by t;he cities, counties, and special districts.
SECTION 2. The City Council of the City of Lynwood urges
that this additional sales tax be distributed on a per capita basis
rather than point of origin.
SECTION 3. T-he City Council of the City of Lynwood urges
the League of California Cities to support this resolution at the
annual League meeting.
