of this idea.
Mr. Maley was excused from the meeting and on motion of
Mr. Taplin, seconded by Mr. Beatty and voted the Manager was
granted a $1.000 Christmas bonus as he does not share in the
employees fund contributed by the residents.
On motion of Mr. Beatty, seconded by Mr. Taplin the
meeting was adjourned at 1.1:25 A.M.

COUNCIL MINUTES
January 27, 1981
The Council of Bat Harbour Village met Tuesday, January 2.7,
1.981 at 9:30 A.M. in the Village Hall.
Present: Miss Gray and Messrs.. Beatty, Krez, Printup and Taplin
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village Clerk; and Alan S. Gold, Village Attorney.
On motion of Mr. Beatty, seconded by Mr. Krez and voted the
minutes of the meeting of December 9, 1980 were approved as
submitted.
Mr. Herb Kaplan of the Sheraton Hotel explained that they have
assigned personnel to expedite the movement of sightseeing busses
on Collins Avenue and have received a letter from the Balmoral
Condominium Association thanking them for resolving the problem.
Mr. Gold reported that the Dade County Commission has voted
in favor of our appeal, and overturned the Zoning Board's decision
to a llow a heliport at Bakers Haulover, therefor, he does not be-
lieve there will be a hearing by the State Department of Trans-
portation. The council did not deem it necessary to proceed with
a noise survey at this time.
Mr. Gold said he had discussed the alternate savings plan
benefit with Mr. Maley and that he would be concerned about it
being retroactive. The plan Mr. Maley has for a future arrange-
ment has his approvaland that it would be a policy matter of
Council. Mr. Maley was instructed to get costs for the council
on the plan to provide him with a minimum termination benefit of
$3 for every $1 he has contributed to the retirement plan.

Mr. Gold advised that "Home Box Office" was not the type of
business that should be regulated by the village. Mr. Maley
reported that he is going to advertise for bids for cable tele-
vision for the March meeting.
The council discussed the language of Ordinance No. 228,
governing storm shutters and balcony enclosures in the Ocean-
front District. No action was taken on the matter.
Mr. Maley reported that we have checked with buglar alarm
manufacturers and that acessory devices are available to turn
off audible alarms after a designated period. Mr. Gold read
Ordinance No. 229 by title and on motion of Miss Gray, seconded
by Mr. Beatty and voted the ordinance requiring automatic
shut off of alarms was passed on first reading.
Mr. Maley said that the residential street lighting system
and clean-up was 99% completed, and the contractor had asked for
an extension of time. Tt was moved by Mr. Krez, seconded by Mr.
Beatty and voted that the contractor be granted a 45 day ex-
tension and that 5% be withheld from the final payment for re -
sodding.
Mr. William Gale of Southern Bell Telephone told thos pre-
sent that the company has started a *250,000 renovation of the
telephone cables in the residential section, and that it would
be done in three phases. They have already started changing
the cables to new control boxes and then new lines in the village
will be done in two sections. The work should start in the resi-
dential section in March and be completed in October. He re-
quested that the Village notify the residents that the telephone
company wi11 be trenching in their back yards in the easement
area and that there will be interruptions in service.
Mr. Maley said that he would like permission to contract
the City of North Miami Beach to see if they would transfer
ownership of their water line that is in the Village limits to
us. This would permit us to loop our system after cutting off
the tap to Bay Harbor Islands. It was moved by Mr. Taplin,
seconded by Mr.. Krez, and voted that Mr. Maley be authorized
to contact North Miami Beach.
The council considered the operating statements for the
first three months operation and on motion of Mr. Taplin,
seconded by Mr. Beatty and voted the statements were filed
for audit.
Mr. Maley said that he believes the Employees Pension Trust
should hire a professional investment consultant. After dis-
cussion it was moved by Mr. Beatty, seconded by Miss Gray and
voted that Mr. Maley contact Security Trust Company and others
and ask them to submit qualifications and fees.
On motion of Mr. Taplin, seconded by Miss Gray the meeting
was adjourned at 11:20 A.M.
