A RESOLUTION OF THE CITY OF OPA-LOCKA, MIAMI
DADE COUNTY, FLORIDA, SETTING THE PROPOSED
MILLAGE RATE OF 9.1526 OF AD VALOREM TAXES FOR
THE CITY OF OPA-LOCKA, FLORIDA, FOR THE BUDGET
FOR FISCAL YEAR 2011-2012; ESTABLISHING THE DATE,
TIME AND PLACE FOR THE FIRST AND FINAL PUBLIC
HEARINGS TO CONSIDER THE PROPOSED MILLAGE
RATE AND TENTATIVE BUDGET FOR FISCAL YEAR 2011-
2012; AND DIRECTING THE CITY MANAGER TO
FORWARD A COPY THIS RESOLUTION TO THE MIAMI
DADE COUNTY PROPERTY APPRAISER BEFORE DUE
DATE OF AUGUST 4, 2011; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, F.S. 200.065 requires the City of Opa-locka to provide specific budgetary
information to the Miami Dade Property Appraiser within thirty-five days of certification of
taxable value by the Property Appraiser (July 1) including its proposed millage rate, its rolled-
back millage rate and the date, time, and place of the First and Final public hearings to be held to
consider the proposed millage rate and the tentative budget for the Fiscal Year commencing on
October 1, 2011; and
WHEREAS, the City Commission of the City of Opa-locka, met on July 27, 2011, to
review and consider the proposed budget, including recommendations pertaining to the proposed
millage rate, rolled-back millage rate and date, time and place of the First and Final public
hearings to be held to consider the proposed millage rate and the tentative budget for the Fiscal
Year commencing October 1, 2011, for the purpose of making the necessary taxing authority
decisions relative to the requirements of F.S. 200.065.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed.

Section 2. The proposed Operating Millage Rate of 9.1526 necessary to provide the Ad
Valorem taxes required to balance the tentative Fiscal Year 2012 General Fund Budget is hereby
approved.
Section 3. The computed rolled back rate of 9.1526 is to be hereby provided to the
Property Appraiser in accordance with F.S. 200.065, and the proposed Operating Millage Rate is
0% deviation from the rolled-back rate.
Section 4. The date, time and place of the first budget hearing to consider the proposed
millage rate and the tentative budget shall be September 6, 2011, commencing at 5:01 pm.
Section 5. The date, time and place of the final budget hearing to consider the proposed
millage rate and the tentative budget shall be September 20, 2011, commencing at 5:01 pm.
Section 6. The City Manager is hereby directed to do all things necessary to comply with
the requirements of F.S. 200.065, including, but not limited to, the transmittal of the tentative
taxing authority decisions contained within this resolution to the Property Appraiser's Office.
Section 7. This Resolution shall become effective immediately upon its adoption.

Description: F.S. 200.065 requires the City of Opa-locka to provide specific

Financial Impact: Proposed Ad Valorem Tax revenue of $6,214,101

Recommendation(s): Staff recommends approval.
Analysis: Staff is recommending approval of a millage rate of 9.1526. This millage rate
equals the rolled back millage rate. The rolled back millage rate generates the same level of
tax revenue as the previous fiscal year. There is no increase in taxes.

making the necessary taxing authority decisions relative to the requirements of F.S.
200.065.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA:

Section S. The date, time and place of the final budget hearing to consider the
proposed millage rate and tentative budget shall he September 15, 2010, commencing at
6:30 p.m.
Section 6. The City Manager is hereby directed to do all things necessary to
comply with the requirements of F.S. 200.065, including, but not limited to, the
transmittal of the tentative taxing authority decisions contained within this resolution to
the Property Appraiser's Office.
