RESOLUTION NO. 80-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD AUTHORIZING AND~`~DIRECTING.CERTALN
ACTIONS WITH RESPECT TO APPLICATIONS FOR CABLE
TELEVISION SYSTEM FRANCHISES
WHEREAS, this City Council has heretofore adopted its
Ordinance No.-1091 establishing a procedure for the granting of
franchises for cable television systems; and
WHEREAS, pursuant to the provisions of said Ordinance No.
1091`, the City Council wishes to ~d`evise ~procedures .for. ~~the - -~
solicitation of applications for such franchises on an equit-
able basis to all potential applicants for such franchises; and
WHEREAS., .the submission of applications for such franchises
prior to the.solcitaton therefor by ,the City is inconsistent
with the desire of the; City Council that all potential appli-
cants be allowed to submit proposals on an equitable basis; .and

WHEREAS.., the City Council may 'wish to consider entering
into an agreement with~one or more other municipalities in the
axea.pursuant to which the cities which were parties to such
'agreement would jointly exercise their powers to award cable
to evision system franchises; and
WHEREAS, the City Council desires that adequate time be
provided for the study of the foregoing,
NOW, THEREFORE,- the City Council of the City of Lynwood
HEREBY DOES RESOLVE as follows:
.SECTION 1. The City Manager, or such employees of the City
:as he ,may designate, hereby is authorized and directed to study
and report to the City Council as to the most efficient, effec-
tive, and equitable method of soliciting proposals for cable
television system franchises, and for the evaliation of such
applications and., in addition thereto, is further authorized
and directed to-study and report to the-City Council the advis-
ability of City's joining with other cities in the area to
award ca le television system franchises pursuant to a joint
exercise of powers agreement.
SECT ON..2, Until such-time as the City Council shall have
determined a method pursuant to which it will solicit for
applications for cable television system franchises, no such
' application shall be accepted; and any such application which
is 'submitted to the City prior to a resolution of the City
Council requesting such applications shall be returned to the
applicant.
