HomeMy Public PortalAbout1990-04Member adoption: introduced the following resolution and moved its CITY OF MEDINA RESOLUTION NO. z- `7' RESOLUTION CALLING FOR A PUBLIC HEARING ON THE AMENDMENT OF THE PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND MODIFICATION OF THE PLANS FOR TAX INCREMENT FINANCING DISTRICT NOS. 1-1, 1-2, 1-3, 1-4 AND 1-5 WHEREAS, the City of Medina (City) has established a city development district pursuant to Minnesota Statutes Sections 469.124 through 469.134 (Development District No. 1) to promote development and redevelopment within areas of the City which have not been developed to their full potential; and WHEREAS, the City has established five tax increment financing districts within Development District No. 1 to assist specific projects which would not have occurred without public assistance; and WHEREAS, the City wishes to modify the program of Development District No. 1 and the plans for tax increment financing district Nos. 1-1, 1-2, 1-3, 1-4 and 1-5 in order to pay for additional public improvements within Development District No. 1. NOW, THEREFORE, BE IT RESOLVED By the City Council of the City of Medina, Minnesota as follows: 1. Holmes & Graven, Chartered and Ehlers and Associates, Inc. are authorized and directed to prepare a modified program and plans as may be necessary in order to pay for additional public improvements within Development District No. 1. 2. The city council shall hold a public hearing on the modified program and plans on the 20th day of March, 1990, starting at 8:00 p.m. in the council chambers at city hall. 3. The clerk -treasurer shall prepare a notice of the public hearing and shall cause the notice to be published in the official newspaper at least 10 but not more than 30 days prior to the public hearing. 4. When the program and plans become available, the clerk -treasurer shall transmit a copy thereof to the county and school districts with a notice of the time and place of the public hearing to be held before the city council. 5. The clerk -treasurer shall submit a copy of the program and plans to the planning commission for review for their consistency with the plans for development of the City as a whole. 6. The city staff and consultants are authorized and directed to take any and all other steps reasonably necessary in order to accomplish these purposes. DATED: , 1990. Thomag A.
