A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO ENTER INTO AN AGREEMENT TO
BUY-OUT THE LEASE ON FIFTEEN (15) 2006 DODGE
CHARGER POLICE VEHICLES, IN THE AMOUNT OF
TWENTY SIX THOUSAND SEVEN HUNDRED THIRTY
DOLLARS ($26,730.00), PAYABLE FROM ACCOUNT
NUMBER 22-521648; PROVIDING FOR INCORPORATION
OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS,pursuant to Resolution No.05-6812,the City of Opa-locka leased Sixteen(16)
2006 Dodge Charger vehicles in May 2006; and
WHEREAS,the City of Opa-locka desires to buy-out fifteen(15)of the leased,2006 Dodge
Charger Police Vehicles, and
WHEREAS,the Kelly Blue Book"fair"value per vehicle is$9,775.00,and the City's buy-
out is $1,632.00 per vehicle, totaling $26,730.00 for all 15 vehicles, a considerable savings; and
WHEREAS, the City Commission of the City of Opa-locka, desires the City Manager to
enter into an agreement to buy-out the lease on fifteen(15)2006 Dodge Charger Police vehicles in
the amount of Twenty Six Thousand Seven Hundred Thirty Dollars ($26,730.00).
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs
the City Manager to enter into an agreement to buy-out the lease on fifteen(15)2006 Dodge Charger
Resolution No. 11-8272
Police vehicles, at an amount of$1,632.00 per vehicle, making the total cost $26,730.00, payable
from Account Number 22-521648.
Section 3. This resolution shall take effect immediately upon adoption.

PAYABLE FROM ACCOUNT NUMBER 22-521648.
Description: The price per vehicle is $1,632.00 for a total cost for the fifteen (15) police vehicles is
$26,730.00. The lease buy out monies of $26,730.00 would be taken from account
number 22-521648.
Financial Impact: $26,730 money is being taken from account number 22-521648.
Implementation Time Line: The lease on the fifteen (15) vehicles ends in May 31, 2011.
Legislative History: These vehicles were originally leased on May 2006 for a five year period. The
request for a buyout quote for the vehicles is $1,632.00 per vehicle. The blue
book "fair" value of the vehicles is $9,775.00 per vehicle. The buyout price is
much less.
Recommendation(s): Staff Recommends Approval
Analysis: The mileage ranges from 100,000 on the high end to 20,000 on the low end. The vehicles
would show the wear and tear from the emergency equipment installed. Most of the
vehicles would need body work and paint; and a few, just paint. Graphics would also
have to be removed as well as the emergency equipment including the specially fitted
computer mount stands. It is unclear at this time, if the existing computer mount stands
could be retrofitted to newer model vehicles. Lastly, the cost of new vehicles would be
approximately $23,333.00 per vehicle.
