HomeMy Public PortalAboutCity Council_Minutes_1980-09-16_Regular 1980CITY OF TEMPLE CITY CITY COUNCIL MINUTES SEPTEMBER 16, 1980 IINITIATION: CALL TO ORDER: Mayor Atkins called the regular meeting of the City Council to order at 7:30 p.m. on Tuesday, September 16, 1980, in the Council Chamber of the City Hall. 2. Councilmen- Dennis, Gillanders, Merritt, Tyrell, Atkins Councilmen -None Assistant City Manager Kimbrough, City Attorney Martin, Planning Director Dragicevich, Parks and Recreation Director Kobett, Julie Estrada, Temple City Times At this time, on behalf of the City Council, Mayor Atkins presented Certificates of Recognition to 15 players comprising the 1980 Temple City National Little League, and to their President, Manager and Co.ch,''as well as the District Administrator. The team won the District 18 title and finished second place in the divisional games. 1 CONSENT CALENDAR: Councilman Merritt moved to approve Consent Calendar, Items. A through G, as recoinnuended, seconded by Councilman Dennis and carried. A. APPROVAL OF MINUTES: Regular Meeting of September 2, 1980 Approved as written. B. RECOMMENDATION FROM TRAFFIC COMMISSION - Meeting of September 3 ENCINITA AVENUE & SERENO DRIVE - SCHOOL CROSSWALK Approved placing white crosswalk across Encinita Avenue at the north line of Sereno Drive with advance pavement markings and signs north and south of the crosswalk reading "SCHOOL CROSSING ", and placing 25 feet of red curb on the west side of Encinita Avenue, north of Sereno Drive. C. RECOMMENDATION FROM PARKING COMMISSION - Meeting of September 10 RENEWAL OF AGREEMENT TO CROSS PEDESTRIAN MALL NO. 4 - Gwendolyn Harris, 96592 Las Tunas Drive Approved renewal of agreement subject to conditions and certificate of insurance, D. AWARD BID: SLURRY SEAL PROJECT 1980 -81, MAINTENANCE AREA N0. 5 Accepted low bid from D & D Asphalt Maintenance and Grading in the amount of $58,055 and authorized the Mayor and City Clerk to sign. E. RESOLUTION NO. 80 -1928: RELATING TO DISPOSAL OPERATIONS AT MISSION CANYON LANDFILL Adopted Resolution No. 80 -1928 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY RELATING TO REFUSE DISPOSAL OPERATIONS AT MISSION CANYON LANDFILL. RESOLUTION NO. 80 -1930: WARRANTS AND DEMANDS Adopted Resolution No, 80 -1930 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $64,345.02, DEMANDS NO. 801 THRU 860. UNFINISHED BUSINESS: None. NEW BUSINESS: None. 6. COMMUNICATIONS: A. Temple City Lions Club - Request re: White Cane Days, October 3 -4, 1980 Councilman Dennis moved to approve request from Temple City Lions Club to place a banner across Las Tunas Drive and Temple City Boulevard for White Cane Days, October 3 -4, 1980, subject to the required Certifi- cate of Insurance, seconded by Councilman Gillanders and carried. 7. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward. RECESS TO CRA: City Council recessed at 7:39 p.m, to meet as the Community Redevelopment Agency, all members being present; approved the minutes of the regular meeting held September 2, 1980 and adopted resolution approving warrants and demands. The minutes of the Agency are set forth in full in the records of the Agency, RECONVENE AS CITY COUNCIL: 8. ACTION ON REQUEST BY CRA: There was no action to be taken° 9. MATTERS FROM CITY OFFICIALS: A. California Municipal Treasurer's Association Annual Workshop - Ontario, February 6 -8, 1981 Councilman Gillanders moved to approve City Treasurer's attendance at the California Municipal Treasurer's Association workshop to be held in Ontario, February 6 -8, 1980, with attendant expenses, seconded by Councilman Merritt and carried. B. Councilman Gillanders advised he had attended Temple City Youth Football vs Mexican guests and felt the Council should seriously con- sider presenting a plaque on which the winners could be engraved each year and to be kept at Live Oak Park. Councilman Gillanders also reported on SCAG meetings he has attended regarding discussions on placement of a new airport, their alternatives being considered: 1) Palmdale, 2) Chino Hills, and 3) off the Catalina coast. Co Mayor Atkins directed Council's attention to the meeting of the San Gabriel Valley Association of Cities to be held on Thursday, September 18, 1980 in San Marino. There will be a panel discussion Council Minutes, September 16, 1980 m Page 3 about Proposition #1, Park Bond Act, which will be on the November ballot. 10. ADJOURNMENT: 1 t On motion by Councilman Merritt, seconded by Councilman Dennis, meeting adjourned at 7 :50 p.m. Next regular meeting of the City Council will be held Tuesday, October 7, 1980, 7 :30 p.m. in the Council Chamber of the City Hall.
