A regular meeting of the Board of Assessors was held on January 19, 2010 in the first
floor conference room at the Town Hall. A Notice of Meeting was duly posted. The
meeting commenced at 5:30 p.m. In attendance were John Duffy, Edward Mills and John
Palmer, all the members of the Board. John Duffy presided and John Palmer kept the
minutes. Also in attendance were Robert Bushway, Principal Assessor; Steven
McCarthy, Deputy Assessor; Norman Khumalo, Town Manager and Maryrose DeGroot,
Human Resource Director. Mr. Khumalo and Ms. DeGroot left the meeting at 5:55 p.m
Mr. Khumalo reported on the status of the consolidation of the first floor offices at the
Town Hall. He indicated that the process is 90-95% complete and that no additional
changes are proposed for the Assessors Department over those previously reported. He
indicated the physical joining of the offices of Assessors and Treasurer/Collector is
anticipated on or about March 15. Each of the Board members expressed their dismay to
Mr. Khumalo's concerning the proposal to decrease the hours of the Deputy Assessor by
20% during the current fiscal year.
The minutes of the regular meeting of January 5, 2010 were approved.
The Board reviewed and signed a Bills Payable Warrant in the amount of $181.96.
The Board reviewed and signed the monthly report of abatements and exemptions for
December, 2009. Various abatements, exemptions and' tax deferrals totaled $115,429.73.
As a result of comments from Heidi Kriger, Director of Finance concerning the FY 2011
budget for the Assessors Department, the Board voted to reconsider its previous budget
vote of December 22, 2009, and thereupon unanimously voted a new budget for FY
2011, as follows:
Salaries and Wages $163,986
Expenses 16,725
Appraisal Services 3,500
Total $184,211
If the new budget is accepted, the Board agreed to withdraw a special article submitted
for FY 2011 that would have transferred the unexpended funds remaining in a special
article for the FY 2010 revaluation to the Assessors FY 2011 operating budget.
The Board reviewed and approved 1 exemption under cl. 22e (Veteran) for FY 2010.
There were no denials.
The board reviewed 5 applications for abatement for FY 2010 and voted to grant 3 (#s
PP10-01, RE10-02, 03) of such requests and to deny 2 (#s RE10-01, 04).
The next meeting was scheduled for February 2, 2010 at 5:30 p.m.
The meeting adjourned at 7:00 p.m.
