RESOLUTION No. 11-8288
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA TO AUTHORIZE THE
CITY MANAGER TO ACCEPT THE DEPARTMENT OF
JUSTICE FY2011 EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT (JAG), LOCAL SOLICITATION
AWARD IN THE AMOUNT OF THIRTY-SIX THOUSAND
NINETY-SEVEN DOLLARS ($36,097.00), IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY; PROVIDING
FOR INCORPORATIONS OF RECITALS; PROVIDING FOR
AN EFFECTIVE DATE
WHEREAS, the funds from the JAG award will be used to replace a Police Department
prisoner transportation vehicle that has become unreliable for the department; and
WHEREAS, the vehicle will be upgraded and equipped with appropriate communications,
safety, and security enhancements that will significantly improve the Police Department's capacity
to transport multiple individuals and to meet its overall public safety mandate; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to accept the Edward Byrne Memorial Justice Assistance Grant in the amount of
$36,097.00, and to execute all documents associated with the award.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, hereby authorizes and directs
the City Manager to accept the Edward Byrne Memorial Justice Assistance Grant in the amount of
$36,097.00, and to execute all documents associated with the award in a form acceptable to the City
Attorney.

Section 3. This resolution shall take effect immediately upon adoption.

Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,
FLORIDA AUTHORIZING THE CITY MANAGER TO ACCEPT THE DEPARTMENT OF
JUSTICE FY2011 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT
PROGRAM: LOCAL SOLICITATION AWARD FOR THE AMOUNT OF THIRTY-SIX
THOUSAND AND NINETY-SEVEN DOLLARS ($36,097.00), IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY.
Description: The JAG funds will allow the Police Department to replace an older vehicle that no longer
provides reliable transportation capability. The funds will be used to purchase a prisoner transportation van
equipped with the appropriate communications, safety and security enhancements. The upgrade will improve
the capability of the Police Department to transport persons arrested from the Opa-Locka Police Station to
the Miami Dade County Jail. Procurement of a new prisoner transport vehicle capable of transporting
multiple individuals will contribute greatly to the efficiency and effectiveness of the Police Department. The
new prisoner transport van will significantly improve the Police Department's capacity to meet its overall
public safety mandate.
Financial Impact: Receipt of funds will be posted in Revenue Account Number 001-334721.
Implementation Timeline: Immediately
Legislative History: Resolution 11-8258 authorizing the submission of the application.
Recommendation(s): Staff recommends that the City Commission consent to the Edward Byrne Memorial
Justice Assistance Grant (JAG) Program: Local Solicitation and authorize the City Manager to execute all
documents associated with accepting the award.
Analysis: This recommendation is based on the OJP Award Letter.
