AN ORDINANCE, making an appropriation of Four Million Four Hundred
Thousand Dollars ($4,400,000.00) from the Sanitary Replacement Fund to be used for sanitary
sewer rehabilitation and public I/I reduction in Bissell - Coldwater - Missouri - Meramec Public
I/I Reduction (2023) Contract D (12586) in the Cities of Ballwin, Fenton, and Sunset Hills,
Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The
Metropolitan St. Louis Sewer District to enter into Contract No. 22219 with Insituform
Technologies USA, LLC for sanitary sewer rehabilitation and public I/I reduction.
WHEREAS, the bid for said sanitary sewer rehabilitation and public I/I reduction
is Four Million Two Hundred Twenty-Five Thousand Six Hundred Eighteen Dollars and Eighty
Cents ($4,225,618.80) and the allowance for construction change orders and other project expenses
is One Hundred Seventy-Four Thousand Three Hundred Eighty-One Dollars and Twenty Cents
($174,381.20); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Four Million Four Hundred Thousand Dollars
($4,400,000.00) is hereby appropriated from the Sanitary Replacement Fund for sanitary sewer
rehabilitation and public I/I reduction in Bissell - Coldwater - Missouri - Meramec Public I/I
Reduction (2023) Contract D (12586) in the Cities of Ballwin, Fenton, and Sunset Hills, Missouri;
said contract being comprised of such terms and conditions as have been approved by the Office
of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22219
with Insituform Technologies USA, LLC, as the lowest responsible bidder for sanitary sewer
rehabilitation and public I/I reduction in Bissell - Coldwater - Missouri - Meramec Public I/I
Reduction (2023) Contract D (12586) in the Cities of Ballwin, Fenton, and Sunset Hills, Missouri,
pursuant to bids received on the 27th day of December, 2022.
The foregoing Ordinance was adopted on March 9, 2023 by the following vote:
Ayes - M. Evans, A. Fehr, R. Wilson, G. Nicozisin, B. Wahby, and B. Watson
Nays - None
