HomeMy Public PortalAbout20100518 - Board of Assessors - Meeting MinutesTown of Hopkinton RECEIVED WN OF HOPKINTON Board of Assessors 2919 JUN -2 AS;08 Minutes of Meeting held May 18, 2010 TOWN CLERK'S OFFICE A regular meeting of the Board of Assessors was held on May 18, 2010 in the first floor conference room at the Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 5:05 p.m. In attendance were John Duffy, John Palmer, and Mary Jo LaFreniere, all the members of the Board. Also in attendance was Robert Bushway, Principal Assessor. Dr. Duffy, Mr. Palmer, and Mr. Bushway welcomed Ms. LaFreniere, the newly elected member of the Board. The annual reorganization of the Board was accomplished. John Palmer was elected Chairman, and John Duffy was elected Clerk. Thereupon, John Palmer presided and John Duffy kept the minutes. The minutes of the meeting of May 4, 2010 were approved. The Board reviewed, approved, and signed a Bills Payable warrant in the amount of $1416.50. Mr. Bushway reported that the Assessor's Fiscal Year 2010 budget balance is sufficient to support the department through June 30. The Board reviewed, approved, and signed two Motor Vehicle Warrants and Commitments: Number 9 for 2009 in the amount of $3757.12, and Number 3 for 2010 in the amount of $148,809.44. Mr. Bushway and the Board discussed several factors relating to the current vacancy in the Deputy Assessor position due to the departure of Steven McCarthy to become Principal Assessor in Wrentham. Mr. Bushway will represent the Board at the May 25 Selectmen's meeting to request that the Selectmen grant an exception to the Town's "hiring freeze" policy so that the Deputy Assessor position can be filled. Mr. Bushway discussed his draft presentation outline with the Board, which the Board approved with minor changes. Pending the Selectmen's positive response, Mr. Bushway will consult with the Human Resources Director and the Town Manager to develop the process for filling the Deputy Assessor position. In a related matter, the Board voted to authorize Mr. Bushway to contact the Chief Financial Officer and request a transfer of funds from the Assessor's salary line to appraisal services so that essential field work originally part of the Deputy Assessor's May and June work plan can be accomplished.
