A regular meeting of the Board of Assessors was held on June 1, 2010 in the first floor
conference room at the Town Hall. A Notice of Meeting was duly posted. The meeting
commenced at 5:05 p.m. In attendance were John Palmer, John Duffy, and Mary Jo LaFreniere,
all the members of the Board. Also in attendance was Robert Bushway, Principal Assessor.
The minutes of the meeting of May 18, 2010 were approved.
The Board reviewed and signed a Bills Payable Warrant in the amount of $51.77.
The Board reviewed and signed a partial release of a tax lien for the Framingham Sportsman's
Association. The roll back tax obligation associated with the tax lien has been paid. Town Clerk
Ann Click joined the meeting and notarized the assessors' signatures.
Mr. Bushway notified the Board of an Appellate Tax Board filing by the attorneys for Abbott
Realty Trust. Mr. Bushway provided the Board with details of this matter, followed by a general
discussion in this regard.
Mr. Bushway informed the Board of progress in the matter of a budget transfer request by the
Board from the FY2010 Salary account to Appraisal Services, so that field work previously
scheduled for completion by the Deputy Assessor might be accomplished by an outside
contractor prior to July 1, 2010. Mr. Bushway is scheduled to make this request to the
Appropriation Committee later this evening. Following approval by the Appropriation
Committee, the Board of Selectmen will address this request.
Mr. Bushway distributed to the Board the job posting for Deputy Assessor prepared by the
Human Resources Director, and posted on the Town of Hopkinton website. There was general
discussion regarding this matter, and it was agreed that Mr. Palmer and Mr. Bushway will
arrange a meeting with the Human Resources Director to discuss, clarify, and coordinate efforts
to determine the best of the candidates responding to the job posting and the final selection
process.
Mr. Bushway distributed two informational documents: The Selectmen's new time requirements
for Selectmen's meeting agenda requests, and The Department of Revenue's proposed 2010
Equalized Valuation Study for Hopkinton.
The next meeting was scheduled for June 15, 2010, at 5:00 p.m.
The meeting adjourned at 5:55 p.m.
