HomeMy Public PortalAbout20100615 - Board of Assessors - Meeting MinutesTown of Hopkinton Board of Assessors Minutes of Meeting of June 15, 2010 TOWN OF RECEIVED 2010 JUN 25 A TOWN CLERK'S OFFICE A regular meeting of the Board of Assessors was held on June 15, 2010 in the first floor conference room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 5:05 p.m: In attendance were John Palmer, John Duffy, and Mary Jo LaFreniere, all the members of the Board. Also in attendance was Robert Bushway, Principal Assessor. The minutes of the meeting of June 1, 2010 were approved. The Board reviewed and signed a Bills Payable Warrant in the amount of $15.80. The Board reviewed and signed the May 2010 monthly report of motor vehicle tax abatements for 2008, 2009, and 2010 in the amount of $5420.38. The Board reviewed and signed motor vehicle tax re -commitments for 2009/9A in the amount of $78.75, and 2010/3A in the amount of $2667.29. The Board reviewed and signed supplemental billing warrant and commitment #2 for fiscal year 2010 in the amounts of $15,421.85 real estate tax and $290.41 CPA surtax. Mr. Bushway reported that the Board's request for transfer of funds from the salary account to the appraisal services account has been approved by the Appropriation Committee and the Board of Selectmen, and that work has been started to use these funds for appraisal services before July 1. Mr. Bushway presented a preliminary fiscal year 2011 valuation ratio study. The Board discussed these findings in terms of determining, in a few months, the appropriate assessment to full value ratio for fiscal year 2011. Mr. Bushway reported that the appeal to the ATB regarding the assessed valuation for 97 Ash Street has been withdrawn by the applicant. Mr. Bushway informed the Board that after an on -site inspection he has reduced the condition status of the building at 6 Cedar Street. After discussion the Board voted to reconsider the valuation previously voted, and then voted to reduce the valuation of the property from $191,100 to $143,400. The change resulted from the reduction of the building valuation from $59,800 to $12,100. Mr. Bushway informed the Board that so far there have been 13 applicati s f t Assessor's position.
