A regular meeting of the Board of Assessors was held on August 31, 2010 in the firSt fidor ednference
room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 5:15 p.m. In
attendance were John Palmer, John Duffy, and Mary Jo LaFreniere, all the members of the Board. John
Palmer presided and John Duffy kept the minutes. Also in attendance was Robert Bushway, Principal
Assessor.
The minutes of the meeting of August 10, 2010 were approved.
The Board reviewed and signed a Bills Payable Warrant in the amount of $437.01.
Mr. Bushway presented to the Board a status report regarding the Appellate Tax Board case for 166
Saddle Hill Road. The ATB filing was submitted in a timely manner it has been determined. The
abatement already granted by the Board is not satisfactory to the property owner. However, after
discussion, the Board decided that it does not agree with the property valuation proposed by the owner.
Mr. Bushway will continue to discuss this matter with the property owner, with the objective to
mutually agree on a property valuation.
The Board reviewed and signed the 2010 Community Preservation Surtax Report. The net surtax is
$688,884.18, which represents a total surtax of $696,944.99 less $8,060.81 exempted surtax.
Mr. Bushway informed the Board that his most recent estimated New Growth for the FY2010 allowable
tax levy calculation exceeds the prior estimated $500,000.
Mr. Bushway summarized a meeting recently held with the EMC tax agent. An acceptable methodology
for determining FY2011 property values is a work in progress.
Mr. Bushway presented to the Board updated information regarding two ATB cases — Milford Water
Company and 82 South Street (Barry Controls).
Mr. Bushway will attend a seminar on September 8 regarding Telecommunication valuation questions.
There was general discussion regarding Conflict of Interest notification questions.
The next meeting was scheduled for September 14, 2010 at 5:15 p.m.
The meeting adjourned at 6:25 p.m.
