HomeMy Public PortalAbout20100914 - Board of Assessors - Meeting MinutesTown of Hopkinton RECEIVED TOWN OF HOPKI_ ON Board of Assessors f 22010 SEP 29 P 2: 22 Minutes of Meeting of Septembenl4, 2010_ Ss OFFICE A regular meeting of the Board of Assessors was held on September 14, 2010 in the first floor conference room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 5:15 p.m. In attendance were John Palmer, John Duffy, and Mary Jo Lafreniere, all the members of the Board. John Palmer presided and John Duffy kept the minutes. Also in attendance were Robert Bushway, Principal Assessor, and Selectman Michelle Gates, the Board of Selectmen's liaison to the Board of Assessors. The minutes of the meeting of August 31, 2010 were approved. The Board reviewed and signed a Bills Payable Warrant in the amount of $138.84. The Board reviewed and signed the August 2010 Monthly Report of Motor Vehicle Excise Tax abatements in the amounts of $83.13 for 2009, and $4005.44 for 2010, for a total of $4088.57. Mr. Bushway reported progress on resolution of the Appellate Tax Board appeal of the 82 South Street assessment. Mr. Bushway feels that a reduction in applied rental rates from $5.76 to $5.60 per square foot is reasonable, since it reflects current market rents. The result would be an abatement of $100,495, from $3,891,300 to $3,790,805. Mr. Bushway indicated that this change is satisfactory to the applicant. The Board voted unanimously to adjust the 82 South Street assessment to $3,790,805, contingent on the withdrawal of the ATB appeal by the applicant. Mr. Bushway reported that in the 166 Saddle Hill Road ATB case, he has suggested to the applicant via email a counter offer of $175,900. There has been no response from the applicant so far. Mr, Bushway reported that the Milford Water Department ATB case continues to be a work in progress. He stated that he had a helpful meeting with the Town of Milford assessor. Mrs. Gates left the meeting at 5:50 p.m. Mr. Bushway and Mrs. LaFreniere reported on the recent Telcom workshop. They both feel that there was no new significant information imparted regarding resolution of the Telecommunication appeals, nor dependable dates for their resolution. The Board reviewed, approved, and signed FY2011 Real Estate Tax exemptions as follows: Clause 37A (blind) 3 Clause 22a (10% disability) 11 Clause 22e (100% disability) 5 Clause 22c (purple heart) 3 Clause 22d (surviving spouse) 1 Total Exemptions Approved: 23 The next meeting was scheduled for September 28, 2010 at 5:15 p.m. The meeting adjourned at 6:10 p.m. Respectfully submitted, hn H.
