HomeMy Public PortalAbout11-8300 MOU for South Florida Regional Planning Council Sponsored by: City Manager Resolution No. 11-8300 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A PARTNERSHIP MEMORANDUM OF UNDERSTANDING WITH THE SOUTH FLORIDA REGIONAL PLANNING COUNCIL TO BECOME A GENERAL PARTNER OF THE SOUTHEAST FLORIDA REGIONAL PARTNERSHIP; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the South Florida Regional Planning Council, working with the Treasure Coast Regional Planning Council, has a memorandum of understanding (MOU) with over 200 organizations, from across Southeast Florida, to participate in the Southeast Florida Regional Partnership; and WHEREAS,the Southeast Florida Regional Partnership's mission is to identify long-term challenges and opportunities facing Southeast Florida,and assist in regional visioning,developing and implementing creative strategic planning that results in more prosperous and equitable communities,and to enhance economic,environmental and social sustainability for a healthier and cleaner environment, and a more vibrant economy; and WHEREAS,the City of Opa-locka desires to become a general partner by entering into a partnership memorandum of understanding (MOU) with the South Florida Regional Planning Council which will allow the City participation in policies, analysis, planning and strategies for future endeavors; and WHEREAS,the City Commission authorizes the City Manager to enter into a partnership memorandum of understanding to become a member of the Southeast Florida Regional Partnership. Resolution No. 11-8300 NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby directs and authorizes the City Manager to enter into a partnership memorandum of understanding with the South Florida Regional Planning Council to become a general partner of the Southeast Florida Regional Partnership. Finnie, C'•" nager DATE: October 1 RE: South .`st Florida Regional Partnership Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A PARTNERSHIP MEMORANDUM OF UNDERSTANDING WITH THE SOUTHEAST FLORIDA REGIONAL PLANNING COUNCIL TO BECOME A GENERAL PARTNER OF THE SOUTHEAST FLORIDA REGIONAL PARTNERSHIP. Description: The South Florida Regional Planning Council (SFRPC), working in partnership with the Treasure Coast Regional Planning Council (TCRPC), entered into memoranda of understanding (MOU) with 130 organizations with an additional 70 organizations providing letters and resolutions of support, to create the Southeast Florida Regional Partnership (Partnership). The Partnership includes over 200 organizations from a diverse and linear region extending from the Florida Keys in the south to Sebastian Inlet to the north. The objective of the Partnership is to embark on a regional visioning, strategic planning, and consensus building initiative to enhance economic, environmental and social sustainability in the region for the next 50 years and beyond. The Partnership recognizes the value of working together to envision an achievable future that improves economic prosperity, respects the environment, and supports livable, unique communities. The Partnership work plan will be built on and will incorporate the six Livability Principles established by the federal interagency partnership as well as a seventh principle related to climate change resiliency. The Partnership work plan will ensure that (a) all residents in the region have the opportunity to participate in the educational and decision-making process of defining a vision for the region; (b) inequities with the region will be addressed in both decision-making and outcomes of the visioning and strategic planning process; and (c) the Regional Vision and Blueprint and associated policies will be clear and understandable, will address the deeply held values in the region, and will include specific actions for implementation by public, private and civic partners, including integration into existing regional and local government planning processes. Financial Impact: None. Implementation Time Line: Immediately. Legislative History: None Recommendation(s): Staff is recommending the approval. The Partnership MOU is to create a framework for coordinating efforts related to the successful completion of the work program funded under the Sustainable Communities Regional Planning Grant Program and to formalize the roles and commitments of Partnership members. As a member of the Partnership, the City of Opa-locka will (i) assist and participate in the development of strategies, plans and tools; (ii) assist in engaging stakeholders, particularly the City's populations; (iii) help assess, analyze, and evaluate plans, strategies, tools and projects; (iv) play specific roles in the implementation of local projects providing leadership, staff support, research, oversight, and financial support; (v) participate in educational and outreach opportunities through classes, meetings, conferences and workshops; and (vi) assist in developing and refining the visions and plans that constitute the elements of a sustainable region and integrating these visions. In addition, the Southeast Florida Regional Partnership's successful application for a HUD Sustainable Communities Regional Planning grant has also given the Southeast Florida region "Preferred Sustainability Status" (PSS). The PSS means that for certain competitive programs, HUD will award bonus points to applications from the City that further the goals of the Partnership which is articulated in the Regional Vision and Blueprint for Economic Prosperity work plan and livability principles.
