A regular meeting of the Board of Assessors was held on September 28, 2010 in the first floor
conference room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced
at 5:15 p.m. In attendance were John Palmer, John Duffy, and Mary Jo Lafreniere, all the
members of the Board. John Palmer presided and John Duffy kept the minutes. Also in
attendance was Robert Bushway, Principal Assessor.
The minutes of the meeting of September 14, 2010 were approved.
The Board reviewed and signed a Bills Payable Warrant in the amount of $212.25.
The Board reviewed and signed Motor Vehicle Warrants and Commitments in the amounts of
$108.54 for 2009 commitment #11, and $70,789.79 for 2010 commitment #5.
Mr. Bushway provided the Board with updated information regarding real estate tax issues for
Granite Street lots formerly owned by Mark Ewald. The office of Assessors has no current
involvement in this matter.
The Board signed real estate tax abatements for 82 South Street. The applicant has withdrawn
the Appellate Tax Board appeal in accordance with the stipulation voted by the Board on
September 14, 2010.
The Board reviewed and signed a sewer betterment abatement for 112 Hayden Rowe Street,
since the owner has paid the total outstanding betterment.
The Board reviewed, approved, and signed the following FY2011 real estate tax exemptions:
Clause 22e (100% disability) 3
Clause 22a (10% disability) 3
Clause 37A (blind) 1
Community Preservation Surtax 19
The Board deferred action on one CPA tax exemption application, pending guidance from the
Department of Revenue due to the unusual nature of substantiating information provided by the
applicant.
The Board requested Mr. Bushway to be proactive in encouraging the Town Manager to:
coordinate generation of a timeline document for completion of the Tax Recapitulation package'
components, using prior years' procedures as a guide.

Mr. Bushway reported to the Board details of a request by a taxpayer for real estate dxi'61ieftue
to unusual and tragic circumstances. After discussion, the Board suggested that Mr Bus iway,j g OFFICE
contact the taxpayer and discuss several helpful options which the Board determined might be
available.
The next meeting was scheduled for October 12, 2010 at 5:15 p.m.
The meeting adjourned at 6:35 p.m.
