HomeMy Public PortalAbout11-8301 The Tiger III Discretionary Grant Sponsored by: City Manager Resolution No. 11-8301 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR THE TIGER III DISCRETIONARY GRANT PROGRAM TO THE DEPARTMENT OF TRANSPORTATION REQUESTING FUNDS IN THE AMOUNT OF TEN MILLION DOLLARS ($10,000,000.00); PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the Tiger III Discretionary Grant is for capital investments in surface transportation infrastructure and is awarded on a competitive basis for projects that have a significant impact; and WHEREAS, the TIGER III Discretionary Grant may be used for up to 80 percent of the costs of a project,with priority given to projects for which Federal funding is required to complete and which can increase competitiveness by demonstrating a non-Federal contribution; and WHEREAS,City of Opa-locka,will be required to provide non-Federal matching funds of 20% toward the total eligible costs of the projects, per Attachment 1 hereto (Source of Matching Funds); and WHEREAS, the City will utilize the funds to improve its network of roadways, fix flooding problems,and for construction of new roadways as per Attachment 1 (Source of Matching Funds); and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to submit an application to the Department of Transportation (DOT) for the TIGER III Discretionary Grant: Resolution No. 11-8301 • NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs the City Manager to submit an application for the TIGER III Discretionary Grant program to the Department of Transportation (DOT) requesting funds in the amount of Ten Million Dollars ($10,000,000.00). Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR THE TIGER III DISCRETIONARY GRANT PROGRAM TO THE DEPARTMENT OF TRANSPORTATION REQUESTING FUNDS IN THE AMOUNT OF TEN MILLION ($10,000,000.00); PROVIDING FOR AN EFFECTIVE DATE. Description: The TIGER III Discretionary Grant is for capital investments in surface transportation infrastructure and will be awarded on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area or a region. The FY 2011 Continuing Appropriations Act specifies that TIGER Discretionary Grants may not be less than $10 million and not greater than $200 million. TIGER Discretionary Grants may be used for up to 80 percent of the costs of a project but priority will be given to projects for which Federal funding is required to complete an overall financing package and projects can increase their competitiveness by demonstrating significant non-Federal contributions. Priority will be given to projects that have a significant impact on improving the condition of existing transportation facilities and systems with particular emphasis on minimizing the life cycle costs; contribute to the economic competitiveness of the United States over the medium-to long-term, foster livable communities through place-based policies and investments that increases transportation choices and access to transportation services for people; improving energy efficiency, reducing greenhouse gas emissions and benefitting the environment; improving the safety of transportation facilities and systems; job creation and near- term economic activity; uses innovative strategies to pursue the long-term outcomes; and demonstrate strong collaboration among a broad range of participants and /or integration with other public service efforts. Eligible projects include, but are not limited to roads, highway or bridge projects; public transportation projects; passenger and freight rail transportation projects; and port infrastructure investments. Financial Impact: A 20 percent non-Federal match is required (please see attachment 1 for the list of projects and the corresponding account numbers that will be used as the match). DOT will consider any non-Federal funds for purposes of meeting the 20 percent match requirement, whether such funds are contributed by the public sector (State or local) or the private sector. However, DOT will not consider funds already expended at the time of the award for the purposes of meeting the 20 percent match requirement. Implementation Time Line: Immediately. Application due date is October 31, 2011. Legislative History: None Recommendation(s): Staff is recommending the approval. A successful application will provide the City with funds to address a network of roadways with significant damage, flooding problems and construct new roadways. Attachment(s): 1.
