AUTOMATED ENFORCEMENT SYSTEM Comments: In 1998 SB 1136 (Kopp} authorized- the use of automated enforcement systems. Existing law requires the Department of Transportation to adopt - rules and regulations prescribing uniform standards and. specifications for alf official traffic control devices. SB 667 would mandate that each intersection that contains an automated enforcement system. be required to have a minimum yellow light change . interval based on the posted speed limit at the .intersection as established in the Traffic Manual of the Department of Transportation.. Recommendation: Staff respectfully requests that the Board of Directors of the Lynwood Information Inc. receive and file the information. . 6. WARRANT REGISTER Comments: City of Lynwood warrant register for June 5, 2001 Recommendation: . Staff recommends for the Lynwood Information Inc. members to approve the warrant register. SPECIAL MEETING MAY 14, 2001 The Information, Inc. of the City of Lynwood met in a Special Meeting at 11330 Bullis Road on the above date at 9:25 a.m. Vice Chairman Sanchez presiding. Directors Byrd, Rea, Reyes, and Sanchez answered the roll call. Chairman Richards was absent. Also present were Assistant City Manager Hempe, Assistant City Attorney March, Secretary Hooper, and Treasurer Pygatt. Secretary Hooper announced that the agenda had been posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS Agenda Items Only NONE PUBLIC ORAL COMMUNICATIONS NONE Chairman Richards arrived at 9:30 a.m. Item# 4: STRATEGIC PLANNING & IMPLEMENTATION: CITY ATTORNEY Vehicles for sale: Assistant City Attorney March gave the Directors a brief presentation on the vehicles for sale. Director Reyes stated the City has two (2) hour parking limit restriction but it also needs to be more enforced. Vice Chairman Sanchez stated he would like to raise the permit fees, he also questioned if there was a limit on the permit fees. Director Reyes discussed painting the business street curbs green to help limit the parking because a lot of businesses are losing business.'Would like to also increase the citation fees. Assistant Chief Administrative Officer Hempe stated she would meet with the City Attorney on this issue's. Director Byrd stated he believes there is not enough enforcement in the City. ENVIRONMENTAL SERVICES Status Report on the Energy Crisis -Impact on the City Services: Director of Public Works Joseph Wang gave a brief presentation on the Energy Crisis Status Report. AQ~~A PlBi[ --- ---- - • • Director Reyes questioned if there is any way that we could be notify when there will be a blackout. Also stated he would like to have an update on how many people are in life support in case of a blackout. Captain Jesus Berciaga stated that the Sheriffs Department has back up generators in case of a blackout. Sheriffs Department gave a brief presentation to the Directors on their routine in case of a blackout. FINANCE Cost Allocation: Greta Davis gave a brief presentation on the Cost Allocation Plan, also stated that on June 11th she will bring back to the Directors the Recreation Revenue Cost. Director Rea stated he would like a monthly report on all the Water Billings from all the residents of Lynwood. COMMUNITY DEVELOPMENT John D. Ham House: Community Development Director Gary Chicots gave the Directors a brief presentation on the Dial A Ride Scope and the Ham House. RECREATION & COMMUNITY SERVICES Overview of the Proposed Dial A Ride Scope of Services: Assistant Chief Administrative Officer Lorry Hempe stated she would bring back to the Directors the corrected information on Fiesta Taxi relating to the Dial A Ride Scope. PUBLIC ORAL COMMUNICATIONS Agenda Items Only NONE PUBLIC ORAL COMMUNICATIONS NONE Item# 4 STRATEGIC PLANNING & IMPLEMENTATION: Parking Meter Study: Director of Public Works Wang gave the Directors a brief presentation on the Parking Meter Study, stated he will also have more workable plans in detail for the Directors to review. Director Rea stated that the estimated cost of the Parking Meters is incorrect. Director of Public Works Wang stated the main revenue from this project is the citations. Director Rea stated he would like further review of the estimated cost for the Parking Meters, and wants a full report. Chairman Richards stated he would like for the Director of Public Works to bring back to the Directors different options, with details on the Parking Meters Fees to next regular meeting. Director Rea suggested that candidates have at least a Bachelors Degree, for this position considering the salary. Prefers a Bachelor Degree in Public Administration. Adams, Project Manager SUBJECT: Automated Enforcement System PURPOSE: To have the Board of Directors of the Lynwood Information Incorporated receive and file this item. BACKGROUND: In 1998 SB 1136 (Kopp) authorized the use of automated enforcement systems. Under existing iaw, an automated enforcement system. is defined as a photographic system operated by a governmental agency, in cooperation with a law enforcement agency, designed to obtain a clear photograph of a vehicle's license plate and the driver of the vehicle when a driver ignores an official traffic control. signal or a rail transit signal or crossing gate. Existing law requires the Department of Transportation to adopt rules and regulations prescribing uniform standards and specifications for all official traffic control devices. APIALYSIS: Under current law, the base fine for running a red light is $100, plus penalty assessments of another $1.70, for a total fine amount of $270. The first 30% of the total tine amount, $81 is allocated to the city or county where the violation occurs. SB 667 (Peace) SB 667 would mandate that each intersection that contains an automated enforcement system be required to have a minimum yellow light change interval based on the posted speed limit at that intersection as established in the Traffic Manua! of the Department of Transportation. The intent of this legislation is to ensure that intersection with automated enforcement systems have an equal standard and motorists are not unfairly targeted by "red light.. traps". Currently, SB 667 is scheduled for a hearing at the Senate Appropriations Committee on May 31, 2001. LEGISLATIVE COUNSEL'S DIGEST SB 667, as amended, Peace. Automated enforcement system. (1) Existing law authorizes governmental agencies, in cooperation with law enforcement agencies, to operate an automated enforcement system. Under existing law, an automated enforcement system is a system that photographically records a driver's response to a rail or rail transit signal or crossing gate, or both, or to an official traffic control signal (stoplight)- and is designed to obtain a clear photograph of the vehicle's license plate and the driver of the vehicle. This bill would =_`_"___'. require , at each intersection at which there is an automated enforcement system in operation, deft- minimum yellow light change intervals based on the posted speed limit of miles per hour at that intersection as established in the Traffic Manual of the Department of Transportation The establishment of this requirement on agencies of local government would impose a state-mandated local program. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement, including the creation of a State Mandates Claims Fund to pay the costs of mandates that do not exceed $1,000,000 statewide and other procedures for claims whose statewide costs exceed $1,000,000. This bill would provide that, if~the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory .provisions. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 21455.7 is added to the Vehicle Code, to read: 21455.7. SEC. 2. Notwithstanding Section 17610 of the Government Code, if the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made, pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code. If the statewide cost of the claim for reimbursement does not exceed one million dollars ($1,000,000), reimbursement shall be made from the State Mandates Claims Fund.
