HomeMy Public PortalAbout11-8304 Purchase of 7 M7100IP Scan Remote Mount Provoice Two Way Radios Sponsored by: City Manager RESOLUTION NO. 11-8304 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA RATIFYING THE DECISION OF THE CITY MANAGER TO EXPEND MONIES TO PURCHASE SEVEN (7) M7100IP SCAN REMOTE MOUNT PROVOICE TWO-WAY RADIOS WITH ANTENNA FROM MIAMI-DADE COUNTY INFORMATION TECHNOLOGY DEPARTMENT, AND INCLUDING INSTALLATION, IN THE AMOUNT OF TWENTY NINE THOUSAND ONE HUNDRED THIRTY-SIX DOLLARS AND FORTY-FIVE CENTS ($29,136.45), PAYABLE FROM ACCOUNT NUMBER 65-521641; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS,the City of Commission of the City of Opa-locka desires to provide the Opa- locka Police Department with seven(7)M7100IP Scan Remote Mount Provoice Two-Way Radios; and WHEREAS,the purchase of seven(7)radios was mandated by the Florida Department of Law Enforcement(FDLE); and WHEREAS,the City Commission of the City of Opa-locka authorizes the City Manager to expend a one-time payment of $29,136.45 for the purchase of seven (7) M7100IP Scan Remote Mount Provoice Two-Way Radios, including installation. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Resolution No. 11-8304 Section 2. The City Commission of the City of Opa-locka authorizes the City Manager to purchase seven(7)M7100IP Scan Remote Mount Provoice Two-Way Radios with antenna from Miami-Dade County Information Technology Department,including installation,in the amount of Twenty Nine Thousand One Hundred Thirty-Six Dollars and Forty-Five Cents($29,136.45),payable from Account Number 65-521641. Police Radios-$29,136.45 The Florida Department of Law Enforcement recently advised the City that we were in violation of officer safety protocol due to the absence of radios installed in police vehicles. A minimum of seven radios had to be installed immediately in order to avoid any negative consequences. We immediately contacted Miami Dade County Information Technology Department to purchase and install the radios. The purchase of these radios was not included in the FY 2011-2012 budget; however, the funds are available in the Special Law Enforcement fund. The fund balance of the Special Law Enforcement fund as of today is $138,451 (account# 165-270000) and will be utilized as follows: Coral Springs Vehicles $43,500.00 T3 Personal Electric vehicles $25,000.00 Radios for seven police vehicles $29,136.45 Lease purchase of six Ford Explorers (FY 2012) $27,000.00 Total expenses from Special Law Enforcement fund balance $124,636.45 As of right now, the line item identified (65-521641) is unfunded; however we will address the purchase of these radios during the budget amendment. The purchase of any additional radios will be brought to the City Commission for approval prior to any commitment to purchase with the identified funding source. Finnie,City Marial. r DATE: October 31, 2011 RE: Two Way Radio : Installation Request: APPROVAL OF RESOLUTION AUTHORIZING THE CITY MANAGER TO EXPEND MONIES TO PURCHASE FROM MIAMI-DADE COUNTY INFORMATION TECHNOLOGY DEPARTMENT, SEVEN (7) M7100IP SCAN REMOTE MOUNT PROVOICE TWO-WAY RADIOS WITH ANTENNA AND INSTALLATION IN THE AMOUNT OF TWENTY-NINE THOUSAND ONE HUNDRED THIRTY-SIX DOLLARS AND FORTY-FIVE CENTS ($29,136.45), PAYABLE FROM ACCOUNT NO.65-521641. Description: M7100IP scan remote mount Provoice with antenna 09/10 and installation. This is first of two transactions to purchase remote two-way radios. The purchase of the seven (7) radios was mandated by Florida Department of Law Enforcement (FDLE). According to Police Department Staff, FDLE insisted that these radios be purchased immediately. If not, then the City of Opa-locka would be deemed in non-compliance with FDLE mandate and Police Benevolent Association (PBA) Contract. Account Number: 65-521641 Financial Impact: A one-time payment of$ 29,136.45 for the purchase of seven(7)two way radios along with installation. Implementation Time Line: Upon approval and order of the radios, said radios should be installed between 6 to 8 weeks from placement of order. Legislative History: None 1 Memorandum City Commission Re: Two Way Radio&Installation October 31, 2011 Page 2 of 2 Recommendation(s): As a result of the Department's continuous efforts to improve and be better equipped to provide Officer safety along with better services to the City of Opa-locka, and comply with FDLE mandate, it is recommended that this Agenda Item receive favorable support and approval from the City Commission. Analysis: By purchasing the two way radios the Police Department and The City of Opa-locka will be in compliance with FDLE mandate,and P.B.A. contract on officer safety.
