HomeMy Public PortalAbout11-8308 Florida Department of Corrections Sponsored by: City Manager Resolution No. 11-8308 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AND EXECUTE AMENDMENT #1 TO RENEW CONTRACT AGREEMENT WS622 WITH THE FLORIDA DEPARTMENT OF CORRECTIONS TO PROVIDE FOR THE USE OF INMATE LABOR,IN THE FORM ATTACHED HERETO AS EXHIBIT "A", IN AN AMOUNT NOT TO EXCEED FIFTY EIGHT THOUSAND FOUR DOLLARS($58,004.00),PAYABLE FROM ACCOUNT NO 41-541340; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Opa-locka supplements its cleanup and litter removal efforts by using the services of the Florida Department of Corrections Work Squad; and WHEREAS, the Florida Department of Corrections Work Squad Contract Agreement WS622 for supplement services expires on December 14, 2011; and WHEREAS, a renewal to the current contract, Amendment #1, will allow services to continue for the next 12 months; and WHEREAS,the City Commission of the City of Opa-locka desire to approve the Resolution to authorize the City Manager to renew the Work Squad Contract Agreement WS622,for continued services for the next twelve months, ending December 14, 2012. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs the City Manager to enter into and execute Amendment#1 to renew Contract Agreement WS622 Resolution No. 11-8308 with the Florida Department of Corrections to provide for the use of inmate labor, in the form attached hereto as Exhibit "A", in an amount not to exceed Fifty Eight Thousand Four Dollars ($58,004.00), payable from Account No. 41-541340. Amendment #1 Renewal Request: APPROVAL OF A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AND EXECUTE AMENDMENT #1 RENEW TO CONTRACT AGREEMENT, WS622 WITH THE FLORIDA DEPARTMENT OF CORRECTIONS TO PROVIDE FOR THE USE OF INMATE LABOR, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN THE AMOUNT NOT TO EXCEED FIFTY EIGHT THOUSAND FOUR DOLLARS ($58,004.00) PAYABLE FROM ACCOUNT NO. 41-541340. Description: The City of Opa-locka supplements its cleanup and litter removal effort by using the work squad from the Department of Corrections to provide services such as cutting and cleaning of canal banks and other right of ways. The City plans to continue using the Work Squad to maintain all the canal banks and city owned lots. Work Squad (WS) Contract#WS622 expires on 12/14/2011. Amendment#1 renewal to the current contract will allow services to continue to be provided for the next twelve months ending on December 14, 2012. Account Number: #41-541340, Other Contracted Services Financial Impact: Funds will be taken from Account#41-541340. Amount of Contract: Correctional WS Officer Salary/Related Cost $57, 254.00 Administration Cost + 750.00 Total Contract Cost: $58,004.00 1 Implementation Time Line: December 15, 2011 Legislative History: Resolution#10-8139, #09-7962, and#08-7366 Recommendation(s): Staff recommends approval because; there is great saving in using these services through the Department of Corrections Work Squad Program. Under normal circumstances the cost of the manpower will be significantly higher. Analysis: The City of Opa-locka, by using Work Squad 622 is making the most cost efficient use of manpower ever seen. It allows Public Works to do more work in order to keep the City clean. Furthermore, I would recommend requesting an addition Work Squad in order to maintain all the City alleys including trimming the trees.
