5. TELECOMMUNICATIONS UPDATE
Comments:
Staff came across an article about the City of Chicago setting plans to
build ahigh-speed metropolitan area network to link government offices,
business, schools, and local .neighborhoods.
As an informational item, staff wanted to bring this article to your attention
because it parallels this body's strategic vision for Lynwood on
..technology.
Recommendation:
Staff respectfully requests that the Board of Directors of Lynwood
Information Lncorporated receive and file this item.
6. TREASURER'S QUARTERLY INVESTMENT REPORT
Comments:.
The, purpose of this item is to have the Lynwood Information
Inc. members receive and file the attached Quarterly
Investment Report for the quarter ending June, 2000.
Recommendation:
The City Treasures respectfully recommends that the Lynwood
Information Inc. members receive and fife the attached
Quarterly Investment Report for the quarter ending
September, 2000.
7. WARRANT REGISTER:
Comments:
City of Lynwood warrant registers for February 6, 2001 FY 2000-2001.
Recommendation:
Staff recommends for the City Council to approve the warrant register.

Item# 4 STRATEGIC PLAN & IMPLEMENTATION PROGRAM
ENVIRONMENTAL SERVICES
A) Code Enforcement Pilot Program -Mayors Task Force on
Neighborhoods First.
-- Joseph Wang and Kathy Beal stated there are 138 .properties in violation. The
target Pilot area was between Beachwood Ave. and Los Flores Blvd. There were
211 violations observed by Code Enforcement, and 102 notices of violations were
issued, Sixty one (61) City Prosecutor letters were sent to residents.
Director Rea questioned what is the procedure on fences, and asked how many
appeals do they currently have on hold.
Kathy Beal stated Code Enforcement has no appeals at the moment.
City Manager Davis stated there have not been any complaints, residents have
followed up with the abatement's.
Kathy Beal stated the City's letters made a difference, they only have 41 cases
pending. `
Kathy Beal also requested to Council that she would like for her part-time
employees to become full-time.
Director Byrd discussed that communication is the kEy to everything.
Director Rea stated that Code Enforcement has done an outstanding job.
Director Reyes stated we need Officers over the weekend.
Director Byrd discussed that there are to many violations committed over the
weekends.
Chairman Richards stated he would like to finish the discussion on the Pi of AGENllA rrEM
Program in two weeks.

COMMUNITY DEVELOPMENT
A) Plaza Del Pueblo
Director of Community Development Chicots gave a presentation on the Market
Place Site Plan, existing, new and transferred building.
Director Rea questioned the name of the project.
Director Reyes questioned when is the project going to be started, stated that the
City has put a lot of money~into this project, is very concern.
Director of Community Development Chicots stated he agrees with Councilman
Reyes, and would like to start the project.
Chairman Richards stated he would like to have all involved parties meet together
to discuss the Market Place Project.
Director of Cor.~munity Development Ch~~ots stated that he needs Council to
review and apNrove the Site Plan to start the project.
Chairman Richards stated he is really happy with the Site Plan, would. like to bring
back fior further discussion to next Mondays morning meeting on January 22"d at 8
a.m.

City Calendar
Postcards
Lynwood 80t" Anniversary (July 16tH)
Johanna Howard of Media Services stated the City Calendars are being hand
delivered to the residents of Lynwood. Also stated that there are no Council
Members photos on the Calendars or Postcards.
Member Reyes stated he would like to include the Churches, and the Main Streets
on the City's Calendars and Postcards.
Chairman Richards stated he is very proud with the staffs work with the City's
Calendar and Postcards.
Johanna Howard of Media Services stated she would like to know in detail what
Council wants on the City Calendars and Postcards, and if there are any concerns.
City Manager .Davis stated he is very satisfied with the completion of this project.
Chairman Richards stated. that there are no concerns at the moment.
City Mana~,~er C~avis announced the City's 80t" Birthday.
Director Rc;yes stated he would like to honor the City's Commissioners, who have
been members of the Commission over 20 years.
Chairman Richards stated he would look into honoring the Commissioners.
RECREATION ~ COMMUNITY SERVICES

Director of Recreation & Community Services Given give Council a breakdown of
the City Events and the cost of the Events.

Assistant City Manager Hempe stated she would like to bring the Unappropiation
Funds as a Subsequent Need Item.

Perry Brent of Recreation discussed working on a Year Book nor the City. Also
stated he is waiting on .more directions for the 80th Birthday City event. Staff has
worked. very hard with the day to day City events.
President Richards stated he is very happy with everything especially with staffs
work. Also stated he would like to present a special pin to the Law Enforcement
Officers who served the City.
Director Reyes stated he would like to include Fathers Day.
Perry Brent of Recreation stated that the Fathers Day Program is included.

Captain Brazil stated Lieutenant Herek would give a brief presentation.
Lieutenant Herek explained that a Decoy Car is a 48-hour shift, and they are
considering making the Decoy Car a longer shift.
Director Reyes stated he would like to .purchase as many Decoy Cars as possible
Captain Brazil stated he would look into purchasing more Decoy Cars for the City.
Director Rea stated he is very happy with the Decoy Cars.
Lieutenant Herek explained that the Anti-Graffiti cameras are motion detectors,
and they. have purchased five more cameras for the City.
Director Reyes questioned the price of the cameras, and would like to purchase
more cameras.
Lieutenant Herek stated. that the price is $22,000.00 for each camera.
PUBLIC WORKS
Pilot Program -Code Enforcement
Code Enforcement Manager Beal discussed the Code Enforcement Pilot Program
and indicated it is a success, would like to add part-time employees to full-time
employees.
City Manager Davis stated he would like to have a Grant Fund for the Code
Enforcement Pilot Program.
Chairman Richards requested the Code Enforcement Pilot Program be brought for
further discussion.
Director Rea stated there are too many young Code Enforcement Officers, and
does not agree with adding two full-time Officers but utilize what is available.
Chairman Richards thanked Code Enforcement Manager Beal for her
presentation.

As a result SB 1136 was passed that renamed the Trade and Commerce Agency

of the agency.

SUBJECT: Telecommunications Update
PURPOSE:
RS OF LYNWOOD
To have the Board of Directors of the Lynwood Information Incorporated receive
and file this item.
COMMENTS:
On December 19, 2000 this body directed staff to retain the services of a
consultant to assist in identifying the Board's objectives relative to technology.
The consulting firm will be conducting a workshop with this body on February 12,
2001.
In the meantime, staff is continuously looking at what other cities throughout the
country are doing in the area of technology. We came across the attached article
from the City of Chicago that demonstrates a Metropolitan Area Network that
they are in the process of creating. The goal of this network will be to
electronically link government offices, businesses, schools, and local
neighborhoods.
Staff will continue to keep this body updated as we discover new innovative ways
that other cities are using to bridge the digital divide.
RECOMMENDATION:
Staff respectfully requests that the Board of Directors of Lynwood Information
Incorporated receive and file this item.

city of Chicago is setting plans to build
a high-speed metropolitan-area net..ork ('MAN) that will be designed to link
government offices. businesses. schools and local neighborhoods.
Earlier this month, the city issued a formal request for information to gauge
technology vendors' interest in the proposed CivicNet project and to test the
viability of the network from a business perspective. Responses are due back
by Jan. 19, and a more. formal request for proposals is scheduled to follo~~
early next sprin~~.
As of last week, hundreds of companies had ALSO
responded to the informational request via a Dallas one of first U.S. cities to
Web site devoted to the project that the city has merge Internet, phones
set up, said CivicNet project director Doug November 16, 2000
Power, who works for Chicago's Department of
General Services. But he added that it's too early to tell ho~~° much it will cost
to develop CivicNet, which is expected to take 10 years to complete.
Power said that CivicNet will rely on a contingent of interested vendors and
users working in conjunction with the ~~tavor's Council of Technology
Advisors, a group chaired b~~ Chica<go r\~tayor Richard M. Daley that includes
representatives from local government, business, and academic institutions.

Chicago CivicNjet is an initiative of the City of Chicago and the Mayor's Council of
Technology Advisors. CivicNet aggregates the communications requirements ofthe City,
Chicago Public Schools, Chicago Park District, Chicago City Colleges, Chica~~o Housin~_
Authority, and Chicago Transit Authority.

CivicNet positions the City's requirements as an anchor tenant for the development of a new
communications infrastructure. The City intends to partner with multiple entities in the private
sector to build out this infrastructure, that will be mana~~ed and operated by the Cit_v's private
sector partners and marketed by them to all interested parties in the private. public. and
institutional sectors.
The intent is to create a new communications infrastnicture throughout the Cites for the
Internet age, for everyone to use and to spur economic development.
"fhe City seeks partners to build, manage, operate, and market CivicNet. The City aisu seeks
partners to be co-tenants. Corporations, businesses, banks, universities, healthcare
organizations, communit}~ technology centers, etc. that have locations throughout the City are
offered the opportunity to participate in CivicNet, to procure high-speed communications at a
lower cost than might now be possible.

SUBJECT: TREASURER'S QUARTERLY INVESTMENT REPORT
PURPOSE:
The purpose of this item is to have the Lynwood Information Inc. members
review the Treasurer's Quarterly Investment Report as required by recently
State enacted statute.
BACKGROUND:
In response to the crisis caused by the Orange County investment pool, the
State Legislature in 1995 enacted SB564 and SB866. These laws were enacted
as State Statutes to impose certain mandates regarding investment with public
funds. The statutes have imposed the following mandates:
1. Annual adoption of an Investment Policy that incorporates
changes mandated by the State.
2. Quarterly Investment Reports presented to the Legislative Body or
Board Members.
3. Restrictions on the use of certain investment instruments.
The attached Treasurer's Reports has been prepared to provide the Lynwood
Information Inc. members with the following information:-
1. Types of investments (including principal, market value, rates, and
maturity date).
2. List of various bank accounts with banking institutions.
3. Statement informing each Agency (City, LRA, and LII) that is
expected to have sufficient liquid funds to meet its pooled
expenditure. requirements for the next six (6) months.
4. Statement informing the Council that the investment portfolio
conforms with the adopted investment .policy.
RECOMMENDATION:
The City Treasurer respectfully recommends that the Lynwood Information Inc.
members receive .and file the attached Quarterly .Investment Report for fhe
quarter ending September, 2000.
