HomeMy Public PortalAbout11-8312 RFP for the Replacement of the Port Said Road Sewer Main Sponsored by: City Manager Resolution No. 11-8312 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY MANAGER TO ADVERTISE AND ISSUE A REQUEST FOR PROPOSALS (RFP) TO SOLICIT QUALIFIED CONSTRUCTION FIRMS TO PROVIDE DESIGN BUILD SERVICES FOR THE REPLACEMENT OF THE PORT SAID ROAD SEWER MAIN, BETWEEN NORTHWEST 132ND AND 127TH STREET, WHICH WILL BE PAYABLE FROM ACCOUNT NUMBER 35-535630; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka desires to issue a Request for Proposals (RFP) for the replacement of an existing 600 of feet Sewer main and two (2) manholes on Port Said Road; and WHEREAS, an inspection by DERM revealed a sewage spillage, and immediate replacement is necessary to eliminate the system's present condition and to prevent the spillage; and WHEREAS, the estimated cost to complete the project ($125,000.00) will be funded from the Capital Improvement Plan; and WHEREAS, the City Commission of the City of Opa-locka approves the issuance of Request for Proposals (RFPs) for the Replacement of the Port Said Road Sewer Main. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to advertise and issue a Request for Proposals (RFP) for solicitation of qualified construction firms to provide design build services for the replacement of the Port Said Road Resolution No. 11-8312 Sewer Main, between Northwest 132"d and 127th Street, which will be payable from Account Number 35-535630. Description: The City of Opa-locka will issue a Request for Proposal (RFP) to solicit competitive proposals from qualified firm for the replacement of the existing 600 feet of sewer main and two manholes on Port Said Road to eliminated surcharged condition in the system. A recent inspection conducted by DERM revealed that the pipe and manhole is filling up with sewage and spilling in the street. Public Works has conducted tests that revealed that the pipe is sloped in the direction opposite to the flow causing the manhole to fill-up and spill in the street during peak operation time. Immediate replacement of the pipe is necessary in order to correct this situation. Account Number: 35-535630 Financial Impact: This project was not budgeted in FY 2012 budget. The projected cost estimate is One Hundred and Twenty Five Thousand Dollars ($125,000.00). Funds set aside in the Capital Improvement Plan for"Control and Monitoring System” will be used for the Port Said Road project since it has a higher priority. The Control and Monitoring System project will be funded in FY 2013 budget. Implementation Timeline: This project will be implemented immediately in order to avoid any sanction from DERM. Legislative History: None. Recommendation(s): Staff recommends approval in order to bring the system in compliance with DERM. Port Said Road Design Built Sewer Main Replacement I Agenda Item 11.18.11 Analysis: Public Works received a Warning Notice from DERM indicating that the Port Said Road Sewer Line Extension has a Surcharge Issue. • The construction started in 2006 and completed in 2008 without securing Permit from DERM. • Public Works met with DERM staff to discuss the issues as the line is in operation without operation permit. • Public Works took remedial action by cleaning the system and flushed the pipe segment which revealed that further investigation was needed. • A lamp test was performed and the sewer main failed to pass the lamp test and this means that the construction was not done properly. • The sewer pipe may have reverse slope and also may have bends. • Video inspection and survey revealed that the pipe is disconnected underground and is sloping in the opposite direction of flow. • Immediate corrective actions need to taken by installing new pipe and apply for operation permit from DERM to keep the line in service and to avoid further problem with DERM per letter dated September 22, 2011. • It is necessary to replace 600 feet of the sewer line and 2 manholes to resolve the manhole surcharge and operation permit issues. This project will ensure that this sewer pipe become compliant with DERM requirements as well as avoid any penalties to the City. This is a violation of Specific Condition (1) of the operating permit DWO-047 for the City's sanitary sewer collection system, and of conditions of the After-the-Fact Sewer Extension Permit SE2011-00021 that was issued for this section of pipe. DERM records indicate that this main was installed with a less than standard slope. On May 4, 2011, the City of Opa- Locka Public Works Department was issued a Warning Notice (copy enclosed). To date, the issue has not been remedied. As a result of the above, the City is hereby required to: 1. Within thirty (30) days of receipt of this Notice, submit for DERM review and approval, a plan for correcting the slope of the gravity main in the specific area such that surcharging will not occur during regular operations. 2. Implement the plan, including any changes required by DERM, within thirty (30) days from the date of the DERM approval letter. a 3. If the above noted work does not correct the gravity main to a slope of at least 0.4%, the City will be required to provide a program of regularly scheduled cleaning and flushing of the pipe segments in question, along with a detailed description of all other planned remedial actions. 4. Provide to DERM a log of the remedial actions taken under Item (3) above, for this gravity main each year, along with the City's submittal of its Sewer System Evaluation Survey(SSES) Annual Report. In addition, if this condition is not remedied, DERM may be unable to certify additional flow to this station, since there will be no assurance that this system will be able to operate properly with the additional flow. This is a violation of Specific Condition (1) of the operating permit for the City's sanitary sewer collection system. DERM records indicate that this main was improperly installed with a less than standard slope in the pipe. The Opa-Locka Public Works department is aware of this-issue and that it is a possible source of poor operation. The DERM inspector notified the City of this issue following the 3/17/22 inspection. • As a result of the above, you are hereby required to: 1. Within thirty (30) days of receipt of this Notice, provide for DERM approval a plan of regularly scheduled cleaning and flushing for the pipe segments in question, describing the planned actions in detail. 2. Implement the plan, including any changes required by DERM, starting no later than sixty (60) days after receipt of this letter. 3. Provide to DERM a log of the remedial actions taken for this main each year with the SSES Annual Report.
