A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday, January 22,2009, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll.call vote the following were noted present:
Councilmember Vincent Bellino
" Iris Colon
" Jorge Diaz
" Randy Krum
" Susan Naples
" Joseph W. Sitarz
Also noted present was Borough Attorney Robert Bergen and
Municipal Clerk, Kathleen M. Barney.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 5,2009, the 2009 Annual Notice
was posted on the Bulletin Board and published in The Home
News Tribune and The Star Ledger on January 8,2009.
Mayor Reiman then asked Attorney Robert Bergen if had a
resolution that he would like added as an amendment.

Attorney Bergen said he did, referring to the Planning Board in
redevelopment areas study for the potential AMAX
Redevelopment Area which will include Block I, Lot 2.
Mayor Reiman said Resolution #09-53; Referring to the Planning
Board for Redevelopment for a Portion of the AMAX Properties
and then asked for a motion to Amend the Agenda.

Upon MMS&C by Councilmembers Sitarz and Naples and
unanimous affirmative vote of the full Council present the Agenda
was Amended to include Resolution #09-53.
Please note that the above resolution had previously been passed at
the December 4 2008 Agenda Meeting. Refer to Resolution #08-
296.
Upon MMS&C by Councilmembers Naples and Diaz and
unanimous affIrmative vote of the full Council present, the public
portion on Resolutions/Agenda Items and New Business was
opened to the public.
Bruce Shapiro from the N.J. Association of Realtors spoke. He
said he wanted to discuss the placement of Open House signs on
the public r-o-w. He explained that in 2007 65% of the towns
identified Open House with signs and he went on to give examples
of some other towns. He said he would only want the signs up on
the day of the Open House.
Mayor Reiman asked Mr. Shapiro if his offIce had discussed this
with Mr. Neibert at a meeting a few weeks ago.
Mr. Shapiro said he was unaware of the meeting.
Mayor Reiman said there were two (2) or three (3) real estate
groups that were represented at the meeting who had brought some
modifications and ordinances throughout the state to our attention.
He said they are looking to see if they can work with the real estate
community and said the Administration and the Council are not
opposed to that but they cannot go back to the days when there
were a thousand real estate signs up and down the streets and were
never disposed of.
Mr. Shapiro said he would like to sit down with them.
Mayor Reiman told him they will schedule a discussion.
Mr. Elek then spoke saying at first he was in favor of the
ordinance. Then he thought about the public, that they all cannot
use the web sites or GPS Systems and said the Home News
Tribune does not run real estate adds on Monday or Tuesday
anymore. He said they should be able to work with the Governing
Body to put up signs.
Upon MMS&C by Councilmembers Diaz and Naples and
unanimous affIrmative vote of the full Council present, this
meeting was closed to t)le public.
Resolutions #09-49 thru #09-52 were introduced by the Mayor and
referred to the Council for action.

were Adopted. Upon individual roll call vote, Councilmembers
Bellino, Colon, Diaz, Krum, Naples and Sitarz voted in the
Affirmative.
Upon MMS&C by Councilmembers Diaz and Sitarz, all bills
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual roll call vote Counci1members
Bellino, Colon, Diaz, Krum, Naples and Sitarz voted in the
AffIrmative.
COMMITTEES:

BUILDINGS & GROUNDS: Committee Chairperson Naples
reported thi~ department has been busy with snow removal, they
replaced the faucets in the Senior Center, saving the costs of a
plumber and they painted the trim on the building with a colonial
look, they set up for grand openings and installed shelving in the
Library basement.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported this department is in the process of working the 2009
budget and have scheduled department head meetings within the
next few weeks to complete the process. Continued Progress.
FIRE & DOMESTIC PREPARDNESS: Committee Chairperson
Krum rep(irted that their training is moving along positive. He then
thanked Mr. Francesco Garcia and and Mr. Dave Zullo, who is a
mechanic for the Borough, for rescuing a man from a burning
home and saving his life before the Fire Department. He said the
man is currently at the St. Barnabus Burn Center in critical
condition.. Progress.

Mayor Reiman addressed the Municipal Clerk, telling her he
already spoke to the Fire Chief and left him a message for special
commendations for Mr. Garcia and Mr. Zullo for the next meeting.
He said they will also do a Proclamation and a Commendation to
the Read Foundation for their donation of children's literature
books to the charity fund which is being turned over to the
Grammar Schools.
PARKS, RECREATION AND PUBLIC PROPERTY: Committee
Chairperson Bellino reported that we had a meeting tonight with
the Soccer League, commenting that we have 320 kids in the
league and they are trying to schedule the fields due to a lack of
space in West Carteret. He said the basketball program started off
and the wresting is progressing. He said there is nUmerous
recreational systems and they are self funded with the parents
working the programs. Pr9gres.s.

POLICE: Committee Chairperson Sitarz reported they fmally have
the three (3) police cars back on the road explaining they were in
the Borough Garage forabout four (4) or five (5) months, due to
the fact that the county could .not sell the bond that they bought
them under, but they were finally sold and the cars are on the road.
He said there has been about fifteen (15) new cars within the last
couple of years and they are looking to get a couple more. He went
on to say at the schools they are looking to update our parking
problems, commenting there are people parking in the yellow
zones. Progress.

PUBLIC WORKS: Committee Chairperson Colon reported that
the Engineer's Departmenthasdetected a sinkhole along our force
main sanitary sewer Ii!)!'. gOlIw into Woodbridge. She said the
Borough property maintenance inspectors were out after the storms
inspecting. the commercial districts to insure that they cleared their
sidewalks for the pedestrians. .She said the Borough trucks were
out sanding the streets and will continue to be prepared for severe
weather. Progress.

BOARD OF EDUCATION: Committee' Chairperson Naples
reported the Carteret High School Play wil!be Thursday, Friday
and Saturday, January 29, 30 and 31, 8:00.P.M.jin theCarteret
High School Auditorium, tickets are $6.00 in advance and $7.00 at
the door. She then went on to say one of the Middle SChool
children was a Presidential Inaugural Student attendeereptesenting
the School District and he did win a contest aM she said she will
havefucther information at the next meeting. She then went on to
say the Star Ledger is sponsoring an essay contest" What Saraek
Obama's election means to me," for Grades five (5}through
twelve. (12) and the details can be foundonthe.StatLedger's
website and would have to be submitted by a teacher or ilparent.
Mayor Reiman said he is re-appointing Dan Beilsley as the Chief
of Emergency Manilgement and he congmtuliltedhimon his work
to dilte ilnd said he would like to schedule il smillI swearing-in
ceremony for his family ilnd members of the OEM to show our
ilppreciiltion.
