A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY
MANAGER TO ADVERTISE AND ISSUE A REQUEST FOR
PROPOSALS (RFP) FOR QUALIFIED FIRMS TO COMPLETE
A PHASE 1 ENVIRONMENTAL SITE ASSESSMENT FOR
THE HELEN MILLER CENTER AT SEGAL PARK, IN AN
AMOUNT NOT TO EXCEED THREE THOUSAND DOLLARS
($3,000), PAYABLE FROM ACCOUNT NUMER 44-541814;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, an Environmental Site Assessment is required per Public Housing and
Community Development ("PHCD") and Community Development Block Grant ("CDBG")
before new construction or substantial rehabilitation projects can be implemented; and
WHEREAS,the City of Opa-locka desires to advertise and issue a Request for Proposals
(RFP) to solicit competitive proposals from qualified firms to compete for the environmental site
assessment services; and
WHEREAS, the environmental site assessment services will be for a Phase 1
Environmental Site Assessment for the Helen Miller Center at Segal Park; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to advertise and issue a Request for Proposals to qualified firms for the Phase 1
Environmental Site Assessment services for Helen Miller Center at Segal Park.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to advertise and issue a Request for Proposals to qualified firms for Phase 1
Environmental Site Assessment services for Helen Miller Center at Segal Park, in an amount not
to exceed $3,000, payable from Account Number 44-541814.
Section 3. This resolution shall take effect immediately upon adoption.

Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,

PROPOSAL FROM QUALIFIED FIRMS TO COMPLETE A PHASE 1 ENVIRONMENTAL
SITE ASSESSMENT SERVICES FOR THE HELEN MILLER CENTER BUILDING AT SEGAL
PARK, PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
Description: The City of Opa-Locka will issue a Request for Proposal (RFP) to solicit
competitive proposals from qualified firms for Phase 1 Environmental Site Assessment (Phase I
ESA) services for the Helen Miller Center located at Segal Park located at 2331 NW 143rd
Street, in the City of Opa-Locka. The city received a $2,777,474.93 Community Development
Block Grant (CDBG) contract from Miami Dade County Department of Public Housing and
Community Development (PHCD) for the Segal Park Rehabilitation — Helen Miller Center
Project. The Phase I ESA is required per PHCD CDBG requirements for new construction or
substantial rehabilitation projects. The Phase I ESA must be completed before implementation of
the design and/or construction of the project.
The purpose of this Phase I ESA is to identify the site environmental conditions in connection
with Recognized Environmental Conditions as defined by ASTM E 1527-05 as "the presence or
likely presence of any hazardous substances or petroleum products on a property under
conditions that indicate an existing release, a past release, or a material threat of release of any
hazardous substances or petroleum products into structures on the property or into the ground,
groundwater, or surface water of the property; the requirements of HUD "Environmental
Assessment Guide for Housing Projects"; and the HUD Handbook 1390.4 "Guide to HUD
Environmental Criteria and Standards contained in 24 CFR 51.
Financial Impact: Staff estimates that the assessment will cost around $3,000.00 and is payable from
account#44-541814
Implementation Timeline: Immediately
Legislative History: Resolution#11-8307 -authorizing the acceptance of the CDBG award.
Recommendation(s): Staff recommends seeking price proposals from qualified vendors to provide
Phase I ESA services for Helen Miller Center at Segal Park. The Phase I ESA will allow for the
implementation of the project. Additionally, having a current Phase I ESA is a CDBG condition of
funding.
Analysis: The existing one story structure at the Helen Miller Center at Segal Park has uneven
settlement along with multiple cracks, bulging and uplifting of the slab-on-grade inside and
outside. Substantial rehabilitation work will be involved to resolve the current unsafe condition
of the building. Based on the results of the subsurface exploration by Geotechnical evaluation,
the existing building can be demolished entirely including its footings and slab-on-grade
followed by the installation of a deep foundation system or may be retrofitted with micropiles to
adequately support the existing structure and expand the building.

MINIMUM REQUIREMENTS FOR PHASE I ENVIRONMENTAL AUDITS
• The scope of service
• The reason for performing the study
• Certification of the report to Miami-Dade County
• Ownership and site location
• Site description and characterization
o A physical description including the acreage of the property, the percentage of the
site occupied by building and paved areas, site layout, groundwater flow and
direction of surface runoff plus the location of surface waters and any ditches
o Description of current site activities
o An inventory of those characteristics of the site which may cause environmental
problems
• A site history showing the prior uses of the property during the past 50 years. The site
should be investigated for prior industrial, commercial, and agricultural activities on the
property.
• Current and past use (for 50 years) of neighboring properties.
• The characteristics of the vegetation, soil and surface water at the site.
• A review of regulatory compliance records of all appropriate federal, state and local
agencies for the site
• The HUD circular on subsurface soil contaminations states that the inquiry into
government records include properties located within the following radii of the site:
o Within one mile of the site for properties on the National Priorities List (NPL), the
list of RCRA TSD facilities, and the state equivalent to NPL; and
o Within 0.5 miles of the site for properties on the CERCLIS List, the state agency
equivalent to CERCLIS list, the Leaking Underground Storage List and the List of
Solid Waste or Landfill facilities

• Description of study limitation including caveats
Valid Phase I Environmental Audits can not exceed more than one (1)year from the original
report completion date. If the audit is older than one (1) year, agencies must submit an updated
Phase I Environmental Audit or a certified letter validating the accuracy of the Phase I
Environmental Audit, from the original Environmental Engineering Consulting firm, and a copy the
original Phase I Environmental Audit.
