A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO SUBMIT AN APPLICATION TO THE
U.S. DEPARTMENT OF TRANSPORTATION, FEDERAL
HIGHWAY ADMINISTRATION, FOR THE FY 2012
TRANSPORTATION, COMMUNITY AND SYSTEM
PRESERVATION(TCSP)PROGRAM,REQUESTING FUNDS
IN AN AMOUNT UP TO FIVE HUNDRED THOUSAND
($500,000)DOLLARS;PROVIDING FOR INCORPORATION
OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,the Transportation,Community,and System Preservation(TCSP)Program of
the Federal Highway Administration provides funding for a comprehensive initiative including
planning grants, implementation grants, and research to investigate and address the relationships
between transportation, community, and system preservation and to identify private sector-based
initiatives; and
WHEREAS,upon acceptance,TCSP will provide funding up to 80% of project costs, and
those funds would provide the City with funds to improve the efficiency of it's transportation system,
and provide funds for Phase II of the Transportation Master Plan and Enhancement Study.
WHEREAS, the City Commission of the City of Opa-locka,authorizes the City Manager to
submit an application for funds to the U.S. Department of Transportation, Federal Highway
Administration, for the FY 2012 Transportation, Community and System Preservation Program
(TCSP).
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:

Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to submit an application to the U.S. Department of Transportation, Federal Highway
Administration, for the FY 2012 Transportation, Community And System Preservation Program
(TCSP), requesting funds in an amount up to Five Hundred Thousand ($500,000) Dollars.
Section 3. This resolution shall take effect immediately upon adoption.

PRESERVATION PROGRAM REQUESTING FUNDS IN THE AMOUNT UPTO FIVE
HUNDRED THOUSAND ($500,000.00) DOLLARS; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
Description: The Transportation, Community and System Preservation (TCSP) Program provides
funding for a comprehensive initiative including planning grants, implementation grants, and
research to investigate and address the relationships between transportation, community, and system
preservation and to identify private sector-based initiatives. Eligible public sector organizations can
request funding to plan and implement strategies which improve the efficiency of the transportation
system, reduce environmental impacts of transportation, reduce the need for costly future public
infrastructure investments, ensure efficient access to jobs, services and centers of trade and examine
development patterns and identify strategies to encourage private sector development patterns
which achieve these goals.
Financial Impact: The TCSP program will provide funding for up to 80 percent of the project
cost.
Implementation Time Line: Immediately. Application due date is December 21, 2011.
Legislative History: None
Recommendation(s): Staff is recommending the approval. A successful application will provide
the City with funds to improve the efficiency of the city's transportation system. A portion of the
requested funds will be used to fund Phase II of the Transportation Master Plan and Enhancement
Study— Miami-Dade Metropolitan Planning Organization (MPO) Unified Planning Work Program
Grant provided the City with $54,304 to implement Phase I of the city's transportation project. The
remaining funds will be used to procure roadway schematic plans and cost estimates for each
roadway, as recommended in the Transportation Master Plan and Enhancement Study.
