The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting January 22, 2009 was
held on Thursday, January 15,2009, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino

Noted Absent was Councilmember Randy Krum.
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert Bergen, Borough Attorney.
The Clerk stated that on Janumy 8, 2009 the 2009 Annual Notice
was published in the Home "News Tribune, The Star Ledger and
posted on the Bulletin Board on January 5, 2009.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.

Upon MMS&C by Councilmembers Sitarz and Naples and
unanimous affirmative vote of the five (5) Councilmembers
present, the Minutes of December 18, 2008 and January 4, 2009
were approved, transcribed and engrossed by the Clerk.
Grace Strangio.
Mayor Reiman asked Grace Stangio to come forward. He then
presented her with a clock and commended her for her twenty-one
(21) years of service in the Tax Assessor's Office. He said they are
hoping to bring her back pmt-time a few hours a week.
ORDINANCE #09-01 was introduced and adopted on First
Reading and the Assistant Clerk authorized and directed to
advertise same for Public Hearing to be held on February 5, 2009
upon MMS&C by Councilmembers Sitarz and Bellino . Upon
individual roll call vote Councilmembers Bellino, Colon, Diaz,
Naples and Sitarz voted in the Affirmative. Councilmember Krum
was noted Absent.

"BOROUGH OF CARTERET IN THE COUNTY OF
MIDDLESEX NEW JERSEY REQUIRING ALL ENTITIES
THAT HAVE A PUBLIC CONTRACT WITH THE BOROUGH
OR OTHERWISE RECEIVE A PUBLIC BENEFIT TO UTILIZE
E-VERIFY TO VERIFY THE EMPLOYMENT ELIGIBILITY
OF THEIR EMPLOYEES PERFORMING WORK UNDER SAID
CONTRACT OR RELATED TO SAID BENEFIT"

Mayor Reiman explained that this ordinance is an internet based
system operated by the Department of Homeland Security in
partnership with the Social Security Administration requiring that
all municipal employees be verified, as well as all contractors and
vendors in business with the Borough of Carteret. He said they are
also looking to include any redevelopment projects or agreements
and anybody that the Borough pays or receives funds from, or any
contracts that we enter into relative to redevelopment or
construction. He said it will verify the social security eligibility
and to verify to the department of Homeland Security that they are
eligible to work.
Councilmember Naples said it also includes the contractor's
employees.
Mayor Reiman said the owner of the company would be required
to sign verification and there is no cost to it.
Mayor Reiman then mentioned the Resolutions listed as G 1
through G38. He said he filed his list of appointments and
recommendations with the Borough Clerk's Office, commenting
there are still some vacancles and said eventually they are looking
to merge the Office on Aging into the Board of Health and
eventually the Recreation COl]lll1ission will be adding some new
members.
Mayor Reiman then asked the Governing Body if they had any
questions on any of the Appointments or Resolutions.
There were no questions asked.
Resolutions #09-11 through #09-48 were introduced by the Mayor
and refen-ed to the Council for action.

2009 Council Meeting.

ordered to be paid. Upon individual roll call vote, Councilmembers

New Employees
Councilmember Sitarz metioned that they had spoke about new
employees signing a contract with us and asked the Attorney if it
should be put in the form of an ordinance.
Councilmember Bellino said it is something that we give the
incentive to stay verses get the training and take off.
Mayor Reiman said some of that would have to be negotiated into
employment contracts, to the extent that it doesn't have to be, we
could do an ordinance and try to follow up with it. He said they
would have a draft at the next meeting.

Councilmember Naples congratulated Grace on her retirement. She
then said in reference to the Board of Education liaison to the
Office for the Disabled, it has been given another narne.
Mayor Reiman told Councilmember Naples that we would hold
that to be redone.
Councilmember Diaz congratulated Grace on her retirement and
said he was glad she would still be putting in some hours.
Upon MMS&C by Councilmembers Diaz and Naples and
unanimous affirmative vote of the five (5) Councilmembers
present, this meeting was opened to the public.
Kevin Urban, 33 Atlantic Street, spoke, directing his question to
Police Commissioner Sitarz.
Mr. Urban asked him if any headway was made in the rash of
burglaries that have been going on, asking what arrests were made
and commented that there has been increased patrols.
Councilmember Sitarz said they had just had a meeting on that and
he then refen-ed the question to ~he Mayor.
Mayor Reiman told Mr. Urban that the questions were to be
directed to the Chair, which would be him and then the Council
could give their input.
Mr. Urban said he understood that Councilman Sitarz was in
charge of the Police.
Mayor Reiman told him Councilman Sitarz is the police liaison
and he is welcome to answer and then went on to say that he and
Councilman Sitarz had a meeting this morning with the Chief and
Captains of the Police Department and they spoke about that and
told Mr. Urban, as he had already pointed out, there have been
increased patrols. He said there were burglaries at the end of
November and December, as is frequent during the holiday season,

not just in Carteret. He said overall crime was down in 2008 from
prior years
Mr. Urban said he would like a number on how many burglaries
occun-ed in the last six (6) months.
Mayor Reiman told him to file an OPRA Request at the Police
Department and the County Prosecutor's Office. He said the Star
Ledger typically does an article in February or March when the
state publishes uniform crime statistics.
Mr. Urban asked ifthe Marsac System reflects Twick Assessibility
for Borough employees, asking about anything on the water for
Homeland Security.
Mayor Reiman said the Borough has no authority over the water
and said he did not understand the point he was trying to take
explaining the State Police and the County Prosecutor's office has
control over the Arthur Kill Channel and they routinely control that
channel.
Councilmember Bellino explained that the Port Authority of New
York and New Jersey has a similar system which is called the
CETA System, which is FBI certified and due to your access to the
waterfront areas you are approved. He said the waterfronts are still
open so they have patrols that deal with that to a celtain extent, so
,
the cities at this point have not been delegated by the TSA or the
Port Authority to monitor their beaches. He explained that he is in
touch with this because he deals with this on a daily basis.
Mr. Urban asked what security is already mandated by the Federal
Government.
Councilmember Sitarz said what the Federal Government does is if
they come in and say there is a ten-orist threat in New York they
will call Marsac and they will fly a red flag and when that goes up
everyone that goes into the terminal will have to show
identification until the flag goes down.

Mayor Reiman asked Mr. Urban if he was aware that the city
government has no authority over the waterfront. Our police
cannot patrol the waterfront, only the State Police can, and our
police cannot go down there and harass people. He said if they see
something suspicious they will look into it, but, relative to
maritime laws this City Council has no authority over it, but, he
said they have had some experience with Homeland Security and
the Coast Guard in dealing with our Fireworks Display and with
the Dinner Cruise ship.
Mr. Urban then asked where he could obtain a list of the Mayor's
appointments.
Mayor Reiman told him tomon-ow at the Clerk's Office.
Upon MMS&C by Councilmembers Sitarz and Naples and
unanimous affirmative vote of the five (5) Councilmember present,
the public portion of this meeting was closed.

unanimous affirmative vote of the five (5) Councilmembers
present, at approximately 6:18 P.M., this meeting was Adjourned.
