NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby ratifies the City Manager's decision to purchase four (4) valves and appurtenances, as well as consultant services on the installation, and Roadway repair after installation, for the emergency repair of Pump Resolution No. 12-8321 Station 14, in the amount of $29,508.45, payable from the contingency line item of Public works' Sewer Division, Account Number 35-535690. Description: The purpose of this request is to ratify emergency expenditure authorization for the replacement of the existing 8" valve and the 16" valve and also to install a 12" valve in the force mains junction at the intersection of NW 132nd Street and NW 38 Court and also to install a 16" valve in LeJeune (NW 42 Ave.) Road to ensure sewer discharge into County meter P-52 at LeJeune while ensuring proper hydrostatic pressure at meter P-52 as well as the flow diversion into pump station 11C through the existing 16" force main. The repair was an emergency needs as the force main system was getting tremendous pressure head due to malfunction of the existing valves and also due to lack of required additional valves resulting force main leaks, frequent failure of the current by-pass pumps and ultimate sewer spills on street almost every week. Account Number: 35-535690 Financial Impact: This repair cost will be paid from the contingency line item of Public Works' Sewer Division budget. Implementation Time Line: In progression as the purchase order for valves and accessories purchase has placed on emergency basis. Legislative History: NONE Recommendation(s): Staff recommends approval. Analysis: The emergency health hazard situation was observed in the service area of Pump Station 14 which is not part of the reconstruction contract to be resolved. 2-16", 1-8" and 1-12" valves and related accessories is in critical need of replacement in order to keep the station 14 pumps in operation and also to restore the current open trenches in the streets including FDOT Road NW 42nd Avenue as made to identify and assess the system problem for the emergency repair of the station 14 force mains. The valves installation for the force main functionality restoration will be completed by Public Works and Utilities Department staff. We need to purchase four valves and appurtenances costing $20,008.45 in order to do the repair as indicated in the attached documents. Our crew was able to locate the sewer pipe affected by the repair. There is only one quote because no other vendor had the epoxy-coded part in stock. Staff will work on installing these valves. An estimated $5,000 fee for consultant is required to assist our staff to install the valves. The repair of the roadway after the valves are installed is being estimated$4,500.00. The total repair cost is $29,508.45. END OF MEMORANDUM "THE GREAT cm( pd V t2A-L'7 L: <7YU CC A geowk MEMORANDUM TO: Fritz Armand Director of Public Works FROM: Mohammad Nasir, PE City Engineer DATE: November 29, 2011 RE: Lift Station 14 Construction We have an emergency situation for pump station 14 as reflected in the attached emails from contractor Ruiz Trans Development Corporation, the company hired by Atlas to complete the pump station. Our sewer crew has reported sewer spill in the swale area as well as in the parking area of 2800 NW 38th Avenue. This spill in the swale area was also reported to you by Dr. Orji per your conversation with me last Wednesday. Based on test completed by our sewer division supervisor Kenneth Thomas that same day, the discharge pipe is getting back pressure due to the malfunction of the existing 8" and 16" valves in the force mains. The 16" valve in LeJeune Road (NW 42 Ave.) and the 8" valve at the Tee Connection to 16" force main in NW 132nd Street are not working as reported by our sewer division. These valves must be replaced immediately as these are not preventing back pressure and the force main getting tremendous pressure head resulting force main leaks and huge capacity loss of station 14 pumps. This is the problem that was never discorvered and addressed previously causing this long delay in completing the reconstruction of the pump station. The contractor cannot work at the station without resolving this issue. The solution is to replace the existing 8" valve and the 16" valve in LeJeune (NW 42 Ave.) and we must install a 12" and a 16" valves in the force mains junction at the intersection of NW 132nd Street and NW 38 Court to ensure discharge into County meter P-52 at LeJeune while ensuring proper hydrostatic pressure at meter 52 as well as the flow diversion into pump station 11C through the existing 16" force main. Based on the above mentioned information we must purchase 2-16", 1-8" and 1- 12" valves ASAP in order for our crew to install them and restore the current open trenches that they have made. The leak is resulting in sewerage ponding in the swale on 132 street. I verified this condition last night. We do not want to take the site over with this existing condition.
