HomeMy Public PortalAbout02-19-09c A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Council President Susan Naples, Thursday, February 19, 2009, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Iris Colon " Jorge Diaz " Randy Krum " Susan Naples " Joseph W. Sitarz Noted Absent was Mayor Daniel J. Reiman and due to his absence Council President Susan Naples was conducting the meeting. Also noted present was Municipal Clerk, Kathleen M. Barney and Borough Attorney Robert Bergen. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Council President Susan Naples. The Clerk stated that thl? 2009 Annual Notice was mailed to The Home News Tribune al).d The Star Ledger and posted on the bulletin board on January 5, 2009 and published on January 8, 2009. ORDINANCE #09-2 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on March 5, 2009 at approximately 6:00 P.M., upon MMS&C by Councilmembers Diaz and Krum . Upon individual roll call vote Councilmembers Bellino, Colon, Diaz, Krum, Naples and Sitarz voted in the AffIrmative. "CAPITAL IMPROVEMENT APPROPRIATING $535,000.00 FOR VARIOUS SEWER IMPROVEMENTS" ORDINANCE #09-3 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing tq be held on March 5, 2009, at approximately 6:00 P.M., upon MMS&C by Councilmembers Diaz and Sitarz. Upon individual'roll call vote Councilmembers Bellino, Colon, Diaz, Kmm, N;~PI.es and Sitarz voted in the AffIrmative. "CAPITAL IMPROVEMENT, APROPRIATING $250,000.00 .' '.' AND $350,000.00 FROM THE RESERVE FOR SEWER IMPROVEMENTS" Upon MMS&C by Councilmembers Sitarz and Diaz and unanimous affirmative vote of the full Council present, the public portion on Resolutions/Agenda Items and New Business was opened to the public. There were no comments from the public. 2 Upon MMS&C by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present, the meeting was closed to the public. Council President Naples asked if any of the Governing Body had any questions on any of the Resolutions. Councilmember Krum questioned #09-69, "Approving Settlement with New York/New Jersey Port Authority" . Council President Naples explained that due to the incidents at Minue or Medwick Park due to contamination, we jointly sued the Port Authority of New York and New Jersey and we will be getting $499,000.00 which was approved by the Board last night for acceptance and we wi'\(no\y,'approve that and hopefully put that money towards recreation projects for basketball and tennis courts. Upon individual roll call vote Councilmembers Bellino, Colon, Diaz, Krum, Naples and Sitarz voted in the Affirmative. REPORTS: BUILDINGS & GROUNDS: Committee Chairperson Naples reported she received a letter from Dan Beasley, OEM and she then read the letter into the record: "I wish to thank Arnold and Ted for repairing the numerous leaks on the roof of the Emerg~ncy Management Building. Their timely response will prevent further damage. On Thursday the 12th, a very strong gust of wind, (our gauge registered 58 mph) bil.i'M' Itre,IQof cap off the hose tower, leaving the building open to the elements. Although it was after working hours, I called Arnold to advise him of the situation. Shortly thereafter, both Arnold and Ted came to the building to access the damage. When I arrived at the building this morning, I discovered that they had already repaired the cap. These men are an asset to the Borough and should be commended for their work and dedication." .",L' Committee Chairperson Naples also reported for Buildings and Grounds roofs were repaired at the dug outs. ,; FEBRUARY 19, 2009 PAYMENT OF BILLS COMMITTEES 5 FEBRUARY 19, 2009 COMMITTEES Cont: FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported the Tax Office just completed a tax collection period from February 1st and delinquent notices will be mailed out starting tomorrow. He went on to say the sewer user fees have been calculated and bills are scheduled to be mailed by this coming Wednesday. He said the Finance Department is also preparing a bulk mailing of notices to all vendors for the new procedures of the E- Verify Ordinance. Continued progress. "" FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported that the Fire Department just received a new emergency response truck due to funding' from the Carteret Business Partnership Association which will replace the 1988 van and will be equipped to respond to hazardous material emergencies, medical emergencies and rescue calls. He went on to say in January we had three (3) firefighters attending a training class at Seaton Hall University and were being trained on the new use of the ;lleW uniform fire code that became a law as of February 1st. He said yesterday they had an apartment fue on Mercer Street and said he would like to thank all the fuefighters for their good work. Progress. PARKS, RECREATION PUBLIC PROPERTY: Committee Chairperson Bellino reported that he was out of touch for the last three (3) weeks, so his report would be very short. He went on to say the parks are progressing as far as the maintenance and the baseball fields are looking very good. He said they have soccer registration and playing going on for scheduling and said there are alrnost four hundred (400) children and said the basketball program is running currently and are still practicing and there are one hundfed thirty eight (138) children in that group and commented that the support groups we have are working continually through the year. POLICE - Committee Chairperson Sitarz reported all the police cars are back on the road. Progress. PUBLIC WORKS: Committee Chairperson Colon reported the Borough Council voted on the First Reading on the sanitary sewer 6 upgrades and street improvement as part of the 2009 Infrastructure Program. She said the Borough Council authorized two (2) resolutions to apply for federal money for the New Jersey Environmental Infrastructure Trust for sewer and road projects and the Borough continues to be prepared for any additional severe weather for the remainder of the winter. Progress. BOARD OF EDUCATION: Committee Chairperson Naples reported that she put a flyer in everyone's mailbox for the CHS History Club Spaghetti Dinner at the Elks. It is a fund raiser to raise funds for History Club trip. She also said the Carteret High School Blue Fire Step Team is presenting their third annual "Lets Step" Competition at Carteret High School on March 8th at 1:00 P.M. She went on to say the Mayor's Childrens Charity Trust Fund is presenting a community contest "What Can We Do For Our Community", explaining it is an essay contest, picture, poem or song to express your ideas how you can personally improve our community and in the process ,win tickets to the Ringling Brothers Barnum and Bailey Cir9l!S. She said to contact Judy Leshko at 732-541-3807. Councilmember Krum said Nathan Hale Elementary School P.T.O. will be holding a Tricky Tray Auction on April 24, 2009 to raise funds for our organization, the goal being to raise enough funds to provide educational assemblies and school activities for our students, financial assistance for our field trips for each class and celebrate the achievement of our fifth graders. Progress. Councilmember Bellino ~aid Disabilities Day is March 8, 2009 at St. Demetrius starting at noon until 4:00 P.M. Council President Naples said it is the twenty-fifty (25) anniversary for the Office for the Disabled and for this event and commented that Carteret is the only borough in the State of New Jersey that has a Disability Awareness Board sponsored by the Borough.
