A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, TO AUTHORIZE THE CITY
MANAGER TO ENTER INTO A CONTRACT WITH C&I
CONSTRUCTION AND DESIGN, INC., FOR THE
REHABILITATION OF PUMP STATION 11A, IN AN
AMOUNT NOT TO EXCEED $844,000, PAYABLE FROM
ACCOUNT NUMBER 35-535630; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, as part of the Consent Agreement with DERM, the City of Opa-locka is
required to complete the rehabilitation of pump stations under moratorium; and
WHEREAS, pursuant to an RFP, the City established an Evaluation Committee to review
the three(3) proposals received; and
WHEREAS, the Evaluation Committee recommended C&I Construction and Design,
Inc., as the most responsive and responsible contractor for the rehabilitation of Pump Station
11A; and
WHEREAS, C& I Construction & Design, Inc.'s proposed total is $844,000, of which
$650,000.00 is funded in FY 2012 Budget, with an additional $194,000 to be reallocated from
the SSES (Enterprise Fund) in the next fiscal year; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to enter into a contract with C&I Construction & Design, Inc. for the rehabilitation of
Pump Station 11A.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Session 1. The recitals to the preamble herein are incorporated by reference.

Session 2. The City Commission of the City of Opa-locka, directs and authorizes the
City Manager to enter into a contract with C&I Construction & Design, Inc. for rehabilitation of
Pump Station 11A, in an amount not to exceed $844,000, payable from Account Number
35-535630, in substantially the form attached hereto as Exhibit"A".
Session 3. This resolution shall take effect immediately upon adoption.

Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-

(C&I) IN THE AMOUNT NOT TO EXCEED SIX HUNDRED FIFTY TWO
THOUSAND ONE HUNDRED FORTY THREE DOLLARS AND EIGHT
CENTS ($ 844,000.00) FOR REHABILITATION OF PUMP STATIONS 11A
PAYABLE FROM ACCOUNT NUMBER 35-535630. C&I IS THE LOWEST
AND MOST RESPONSIVE BIDDER OUT OF THE THREE RESPONDENTS
TO THE RFP.
Description: The City entered into a Consent Agreement with DERM on October 7, 2009 to
correct deficiencies in the operations of the Sanitary Sewer System. Part of the agreement
addresses rehabilitation of the stations under moratorium to comply with DERM requirements.
The City of Opa-locka through an evaluation of an RFP process has concluded that C&I is the
most responsive and responsible contractor for the rehabilitation of pump Stations 11A as
tabulated below:

Financial Impact: The station reconstruction is funded in the FY 2012 budget for$650,000.00 and an
additional$200,000.00 will be reallocated from the funds for SSES (Enterprise Fund) which is not due to
begin this fiscal year.
Legislative History: Resolution#10-8067
Implementation Timeline: The rehabilitation of pump stations 11A must be completed in order
to obtain a Certificate of Occupancy for the Sherbondy Community Center.
Recommendation(s): Staff recommends C&I to be awarded the contract based on the bid
amount comparison table in the description. As reflected in the comparison table C&I has the
lowest bid price and also offers the most pump station experience necessary for this project.
Awarding the contract to C&I for the rehabilitation of the Pump Station 11A is in the best
interest of the City per the evaluation committee. Miami-Dade County has approved this
contractor, contingent upon City approval.
Analysis: Upon review of three submittals in response to RIP from GPE Engineering, Metro
Equipment and C&I Construction and Design (C&I); C&I has the lowest and most
responsible proposal.

AND ISSUE A REQUEST FOR PROPOSALS (RFP)
FOR THE REPAIR AND REBUILDING OF PUMP
STATIONS #8, #11A, AND #11B, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Opa-locka is attempting repair and rehabilitate all of the
pump stations in the city; and
WHEREAS, the City of Opa-locka desires to complete the repair and rebuilding
of Pump Stations#8,#11A, and#11B; and
WHEREAS, the City Commission of the City of Opa-locka desires for the City
Manager to prepare and issue a RFP seeking proposals for the repair and rebuilding of
Pump Stations#8,#11A, and#11B:

COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby directs and
authorizes the City Manager to prepare and issue a Request For Proposals (RFP) for the
repair and rebuilding of Pump Stations #8, #11A, and #11B, in a form acceptable to the
City Attorney.
Section 3. This resolution shall take effect immediately upon adoption.
