RESOLUTION NO. 12-8338
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, TO AUTHORIZE THE CITY
MANAGER TO ENTER INTO A CONTRACT WITH JVA
ENGINEERING CONRACTOR, INC (JVA) FOR
IMPROVEMENTS OF 143RD STREET DRAINAGE AND
ROADWAY, IN AN AMOUNT NOT TO EXCEED $468,644.80,
PAYABLE FROM ACCOUNT NO'S 44-541805 AND 47-
541805; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Opa-locka received five responses to a Request for Proposals
(RFP) for construction services for improvement of 143rd Street drainage and roadway
improvement; and
WHEREAS, the construction includes installation of a new drainage system,
rehabilitation of the roadway and the repair and renovation of existing sidewalks; and
WHEREAS, the improvements will address existing ponding/flooding problems,
installation of a functional drainage system, repairing the roadway, additional sidewalks for
pedestrian traffic to Segal Park and other adjacent streets; and
WHEREAS, the City appointed an Evaluation Committee, which determine that JVA
Engineering Contractor, Inc., is the lowest, most responsive, and most responsible proposer, of
the five firms that responded; and
WHEREAS, the Florida Department of Environmental Protection awarded a
reimbursable grant in the amount of$292,500, and the City has committed additional funds from
the PTP revenues to pay for the proposed improvements; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to enter into a contract with JVA Engineering Contractor, Inc., for the improvements of
143rd Street drainage and roadway.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Session 1. The recitals to the preamble herein are incorporated by reference.
Session 2. The City Commission of the City of Opa-locka, authorizes the City
Manager to enter into a contract with JVA Engineering Contractor, Inc (JVA) for improvements
of 143rd Street drainage and roadway, in an amount not to exceed $468,644.80, payable from
Account No.'s 44-541805 and 47-541805, in substantially the form attached hereto as Exhibit
«A„
Session 3. This resolution shall take effect immediately upon adoption.

Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH JVA ENGINEERING CONTRACTOR, INC.
(JVA) IN THE AMOUNT NOT TO EXCEED FOUR HUNDRED SIXTY
EIGHT THOUSAND SIX HUNDRED FORTY FOUR DOLLARS AND
EIGHTY CENTS ($ 468,644.80) FOR IMPROVEMENTS OF 143RD STREET
DRAINAGE AND ROADWAY. JVA IS THE LOWEST AND MOST
RESPONSIVE OF THE FOUR FIRMS THAT RESPONDED TO THE RFP.
Description: The City requested and received proposals for the Construction of NW 143 RD Street
Drainage and Roadway Improvements from five contractors This Construction project includes the
installation of a new drainage system, rehabilitation of the roadway and the repair and renovations of
existing sidewalks.
NW 143 Street is a City road which primarily serves as access to area residents and of number local
businesses located along its limits. In addition, the thoroughfare is significant in terms of providing
connectivity to an elementary school, a neighborhood park and NW 22 Avenue a major transit corridor.
To help address the existing ponding/flooding problem and the poor condition of portion of the street, the
City is looking to repair the roadway while installing a functional drainage system. Additional sidewalks
required for pedestrian traffic to Segal Park and other adjacent streets should be included in the
improvements. Improvements shall also address compliance with ADA and overall traffic safety using by
marking, signage and traffic controls as necessary.
Account Number: CIP FY2012
Financial Impact: This roadway is a part of the City of Opa-Locka capital projects targeted for FY
2012. The Florida Department of Environmental Protection awarded a reimbursable grant in the amount
of$292,500. The City has committed an additional $292,500 from the PTP revenues to do the proposed
improvements. Consequently this expenditure is expected to have no adverse financial impact.

Recommendation(s): Staff recommends is in the best interest of the City per recommendation
of the evaluation committee.
Analysis: A total of five submittals were received in response to the RFP. The proposals were
evaluated and scored based on the criterion provided in the RFP. JVA is the lowest and most responsive
proponent as illustrated in the attached evaluation summary.
