RESOLUTION 98-10
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TRUCKEE APPROVING AN APPLICATION AND CONTRACT
EXECUTION FOR FUNDING FROM THE GENERAL
ALLOCATION OF THE STATE COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM, AUTHORIZING A LOCAL
GOVERNMENT BLOCK GRANT PROGRAM, AUTHORIZING A
LOCAL GOVERNMENT CONTRIBUTION WITH THE STATE OF
CALIFORNIA FOR THE PURPOSES OF THIS GRANT IN THE
AMOUNT OF $500,000
Whereas, the Town Council of the Town of Truckee desires to improve the living conditions
of its citizens and obtain funding from the State of California's Community Development Block Grant
(CDBG) program to address its housing and community development needs; and
Whereas, a public meeting was held on March 5, 1998 to inform residents and property
owners and other interested persons of the scope of the CDBG Program and to seek input from the
public regarding other potential activities; and
Whereas, the notice for a public hearing was duly published in accordance with state
regulations and a public hearing was held on April 2, 1998; and
Whereas, the Town Council has reviewed the citizen participation plan for compliance with
federal statute and has determined that this plan was followed for the development of this application.
NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TRUCKEE, AS FOLLOWS:
1. Authorize the Town Manager to submit an application for Community Development Block
Grant funds for the above noted Housing Rehabilitation Project, including all understandings and
assurances contained therein, with the State Housing and Community Development and the Town
Manager is hereby authorized and directed to act on the Town's behalf in all matters pertaining to this
application.
2. When the application is approved, the Town Manager is authorized to enter into and sign
the agreement with the State of California for the purposes of this grant.
3. When the application is approved, the Town of Truckee intends to enter into a
Memorandum of Understanding Agreement with the County of Nevada, Housing and Community
Services, to act as the Town's subcontractor in providing both general and program administration.
4. When the application is approved, the Town of Truckee will advance up to $5,000 as local
cash leverage, to be reimbursed through the loan proceeds.
5. When the application is approved, the Town of Truckee will commit $1,000 per individual
rehabilitation project, where that project involves the removal of a wood stove not meeting EPA
Phase 1/Emission standards where such stove is used as a primary heat source. The $1,000 shall be
used towards the installation ora natural gas, propane, EPA phase II certified wood stove or other
clean burning heat source. The Town's contribution is up to $18,000 as a part of this grant.
6. When the application is approved, the Town of Truckee will waive 50% of the building
permit fees for up to 18 units providing local leverage in the amount up to $4,500.
7. The Town of Truckee will provide local administrative leverage in the amount of $12,500.
8. The Town of Truckee will waive I-~AC fees when such review is required for
rehabilitation.
9. The Town Council of the Town of Truckee approves for submission to the Housing and
Community Development Department an application for up to $500,000 of which $37,500 will be
grant administration to rehabilitate 18 units within the Town of Truckee.
The foregoing Resolution was introduced at a Regular Meeting of the Town Council held on
the 2nd day of April, 1998 by Councilmember Susman who moved its adoption, which motion being
duly seconded by Councilmember McCormack was carried and the Resolution adopted by the
following vote:
