COUNCIL MEETING
July 28, 1981
The Council of Bal Harbour Village met Tuesday, July 28, 1981 at 9:30
A.M. in the Village Hall
Present: Miss Gray and Messrs. Beatty, Printup and Sherman

Mr. Howard Brandston presented his design for the lighting improvements
on Collins Avenue. He related the history of roadway lighting and explained
the placement of lights for special effects and types of lights to be used
for this climate. Mr. Brandston and Mr. Martinez, our electrical engineer, ex-
plained to the council and those present the significant changes that would
take place along the side walks and in the median strip when the work is com-
pleted. No action was taken on the matter.
Mr. Kevin McNaughton of the Dade County Department of Traffic and Trans-
portation explained the traffic flaw, both north and south on Collins Avenue.
He said that his department met rIgain with representatives of the Sheraton Bat
Harbour. In addition to the solution discussed last month of designating
the right lane for turns and temporary bus loading, the hotel was willing to
utilize five spaces in the north parking area to permit two waiting busses.
The north area could be utilized after a new exit driveway is opened to
Collins Avenue. Also there would be room south of the hotel driveway to hold
6 more busses during certain periods. Mr. Frank DeLuca, Traffic Engineer for
the Florida Department of Transportation explained that they had not completed
their review of the solutions proposed by Dade County. Mr. McNaughton was
asked to also study the left turns of northboud traffic on to 96th Street. Mr.
DeLuca said he would have a report on their study for the next meeting.
Mr. Sherman said that after the discussion of occassional noice problems
from the hotels and apartments on Collins Avenue, a proposed noise ordinance
has been prepared. Mr. Schulman explained the provisions of the ordinance.

After discussion regarding the provisions of the ordinance it was moved by
Miss Gray, seconded by Mr. Beatty and voted that the ordinance should be held
for the next meeting so that the council and the parties involved could
study its provisions.
The council discussed the review of Police Department operations pre-
pared by Rocky Pomerance and Associates. Mr. Maley reported that some
of the recommendations are being placed in the proposed 1981-82 budget.
He also explained that some of the supyestions were based on the survey
which was done at a time when the police department was at its lowest
strength in years. No action was taken on the report.
Mr. Maley said that bPfoie the residential streets are resurfaced,
our engineers have recommended that approximately 3,600 feet of storm
sewers should be inspected and tested. It was suggested that any pipe
found to have a life of less than 10 years be replaced. The inspection
cost would be $5,500.00. It was moved by Miss Gray, seconded by Mr.
Beatty and voted that this work be done.
The review of the nine months' operating statements was postponed
until next month.
Mr. Maley reported that the Village has been offered a $1,308.00
insurance settlement for the carpet damaged by the contractor doing
the village hall construction of the tourism offices last year and he feels
this is a fair amount. It was moved by Mr. Beatty, seconded by Mr. Sherman
aldvoted to accept the settlement.
The council set the 1981-82 budget hearing meetings at 5:00 P.M.
on September 1st and 8th, 1981.
The council discussed the possibility of running a mini -bus for
the residents or canbining this service with Bay Harbor and Surfside. The
council requested the village manager to check costs.
Mr. Maley said he and Mayor Printup had attended a meeting at Bay
Harbor Islands to discuss turning over to the Dade County Water and Sewer
Authority the old water line originally installed by Bal Harbour and Bay
Harbor Islands from Miami Beach. The County would then maintain it along
with our new main. He said a contract should be ready for consideration
at our August meeting.
Mr. Maley said that the Dade County Water and Sewer Authority had
increased our sewage treatment rate to 47t/1000 gallons. This would increase
our costs to $123,000.00 from $97,000.00. It is anticipated that the City
of Miami Beach will fight the rate increase. Mr. Schulman said he would
check to see if the rate was set legally and report back.
Mr. Maley reviewed the status of the Great Takes Dredge and Dock suit
and said the trial had been recessed again and would reconvene in September.
