RESOLUTION NO. 12-8341
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, TO ESTABLISH A CITIZEN
ACADEMY, WITH EXPENSES PAYABLE FROM ACCOUNT
NUMBER 19-519541; PROVIDING FOR INCORPORATION
OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City Commission of the City of Opa-locka desires to create a Citizen
Academy, to provide a mechanism for City Residents to become aware of the inter-workings of
local government; and
WHEREAS, with the establishment of the Citizens Academy, the Residents of Opa-
locka will learn about the City's form of government, the budgeting process, the role of the
Mayor and the City Commission, Charter Officers, City Staff, and will also obtain an overall
view of the history and achievements of the City; and
WHEREAS,the participants in the Citizens Academy will gain better knowledge of how
each City department functions and supports the City's overall mission, and that relates to the
State and Federal Government; and
WHEREAS, the Citizen Academy is open to the Residents of the City of Opa-locka,
eighteen (18) years or older, who are willing to commit to attending 10 weekly training sessions;
and
WHEREAS, the Citizen Academy will require a class coordinator, who will be
management level, and an administrative assistant; and
WHEREAS, the Citizen Academy will have Directors and/or Assistant Department
Directors who will be responsible for making presentations on behalf of their departments; and

WHEREAS, the anticipated costs for services provided by City staff will be absorbed by
each participating department, and the estimated cost of supplies, operational expenses and
graduation will be $3500 for each course; and
WHEREAS, the City Commission of the City of Opa-locka establishes a Citizen
Academy for resident participation in the City of Opa-locka.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Session 1. The recitals to the preamble herein are incorporated by reference.
Session 2. The City Commission of the City of Opa-locka establishes a Citizen
Academy for resident participation in the City of Opa-locka, with estimated cost of$3500 for
each 10-week course, payable from Account Number 19-519541.
Session 3. This resolution shall take effect immediately upon adoption.
