AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
CONTRACT WITH CME ASSOCIATES, FOR MOORING STRUCTURES
AT THE EXISTING WATERFRONT PIER
WHEREAS, the Borough of Carteret is in need of specialized engineering
services in connection with the mooring structures at the existing Waterfront Pier;
and
'WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
\YHEREAS, CME Associates has submitted a proposal to provide said services
at a total cost not to exceed $19,190.00; and
'WHEREAS, the Mayor and the Council have reviewed said proposal; and
'WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services related to the
bollard design and permitting for the mooring structures at the existing
waterfront pier, at a total cost not to exceed $19,190.00 is hereby
approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department and CME Associates.

Dear Mayor RlOllman:
Thank you. for the opportunity to prlOlsent this proposed for Professional Engineering and
Environmental Consulting Services relative to the design and permitting of the mooring
bollards that will be used to secure boats temporarily berthing adjacent to the existing
promenade. Thl.s proposal outlines the scope ~nd costs of services necessary to identify the
proposed location, construction materials, and regulatory agency permitting for the bollards.
As you are aware, the structural members of the existing promenade are Insufficient to allow
the ships to tie directly to the pilings or cross-members. This was determine.d by our
structural engineers at the .time the owners of the Cornucopia sought to install a mooring
cleat to the existing pier. The bollards will alloW the vessel to temporarily moor Immediately
adjacent to the promenade decking so that patrons can safely embark and disembark. The
proposed mooring will be only temporary, which allows a reduction In the Factor of Safety for
the design. Based upon our preliminary design, there will be two mooring bollards spaced to
accommodate a vessel 165' in length. We will coordinate the bollard placement with the
owner-operator of the Cornucopia to ascertain. the anticipated boat length(s) and the required.
. bollard spacing.
Because the proposed mooring method entails the Installation of pilings, permits will be
required from 'both the us Army Corps of Engineers for either a Nationwide Penn It or an
Individual. Permit, and the Land Use Regulation Progratn of the NJDEP for a Waterfront
Development Permit. .
Our scope of services will Involve the following:
. We Vifill prepare schematic designs for viable mooring alternatives (I.e.: pile clusters,
monopods, etc.) that will meet the needs of the Borough and the owner/operatQr of the
vessel. Tying' the vessel to the existing pier is not viable because, unless expensive
rEllnforcements are completed, the pier lacks adequate strength. Cellular cofferdams and
concrete block dolphins are not viable because they will encroach into the navigational
channel of the Arthur Kill. These sketches will establish parameters for evaluation of the
alternatlves~

. Our services will progress the alternative layouts to a point where budget estimates can
be developed. The advantages and disadvantages (i.e.: construction cost, permitting,
dredging right-of-way leasi~g, etc.) of each alternative will be compared.
. Construction Phase Services are not Included In this scope and associated fees will be
determined once final design and scope of work is determined, we have provided an
estimate of these fees based on Information known to date.
Qualifiers
1. For the purpose of this proposal, we have assumed that the vessel will be approximately
the size of the Cornucopia Princess, which had previously moored at the municipal pier.
Therefore, no dredging will be required.
2. Services during construction (i.e.: review of contractor submissions, check shop
drawings, resident engineer and inspectors, periodic site visits, etc.) are not included as
part ofthis proposal.
3. CME has assumed that the existing soundings, borings, and probings information wlil be
sufficient to prepare the detailed design. We reserve the right to request additional If this
is not the case.
4. The owner/operator of the vessel will be responsible for providing the means to move
from vessel to pier (i.e.: gangways, ramps, or towers, etc.)
5. The owner/operator of the vessel must commit to diligently tending the iines because we
believe that the scope and angle on the mooring lines will be limited.
