Comments: To have the Agency receive and file the attached letter and receive a presentation from Long Beach Boulevard Development Group. Recommendation: Staff respectfully recommend that the Agency hear the presentation prepared by Long Beach Boulevard Development Group and receive and file the attached letter. Davis, III, Executive Director BY: Gary Chicots, Community Development Director - Shirley Wolf, Redevelopment Project Manager ,~~ Subject: Project- proposal for the site located at 12408 - 12424 Long Beach Blvd. PURPOSE To have the Agency receive and file the attached letter and receive a presentation from Long Beach Boulevard Development Group. FACTS 1. Staff received a letter from Raymond C. Reed & Associates indicating interest in developing the site at 12408 - 12424 Long Beach Boulevard. 2. On April 17, 2001, staff contacted Mr. Reed to set up a meeting with staff to review his client's proposal. His clients indicated they would prefer to make a presentation to the Agency first. SUMMARY Staff received the attached letter for a development project. The contact person is an attorney .representing a development group. The principles of the development group are unknown at this time. They have requested to be agendized to make their initial presentation to the Agency Members directly. RECOMMENDATION Staff respectfully recommend that the Agency hear the presentation prepared by Long Beach Boulevard Development Group and receive and file the attached letter. CALIFOR_vIA ~J0210 TELEPHONE (3i0) 271-2900 FAC51M1LE 1310) 27i-5700 March 26, 2001 Mr. Ralph Davis, Executive Secretary Lynwood Redevelopment Agency City of Lynwood 11330 Bullis Road Lynwood, California 90262 Re: Request for Exclusive Rights to Negotiate Dear Mr. Davis: Our office has been retained to represent a Long Beach Boulevard development group (LBDG) which has worked diligently for several months to acquire and redevelop certain properties within the City of Lynwood. The Lynwood Redevelopment Agency currently owns the property located at 12416 Long Beach Boulevard, between Carlin Avenue and Palm Avenue. LBDG has negotiated terms and has entered escrow on two critical properties located at 12408 Long Beach Boulevard and 12424 Long Beach Boulevard. Although LBDG had considered pursuing the improvement of these sites strictly on a private basis, it has become clear that circumstances have significantly changed and it would be in our mutual best interest to work together to redevelop the area. However, time is now of the essence. Within recent weeks, agents representing the Lynwood Unified. School District have apparently contacted our sellers and have so significantly interfered with our process that we are finding it extremely difficult to pursue our initial concept. There is now much greater pressure to move quickly in resolving development prospects. In view of the fact that Lynwood Redevelopment Agency is the owner of the adjacent parcel of land and that development of our site can best be achieved in partnership with the Agency, we are requesting that the Agency approve an Exclusive Negotiating Agreement for a period of one hundred twenty (120) days for the purpose of finalizing a comprehensive development strategy for the properties we now have in escrow along with the adjacent Agency owned land. We request that this matter be placed on the appropriate agency agenda as soon as possible due to the exigencies. of the circumstances.
