HomeMy Public PortalAbout12-8343 Implement a Paid and Unpaid Internship Program Sponsored by: City Manager RESOLUTION NO. 12-8343 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, TO AUTHORIZE THE CITY MANAGER TO IMPLEMENT A PAID AND UNPAID INTERNSHIP PROGRAM FOR THE PURPOSE OF ADMINISTERING THE FY 2011 COMMUNITY CHALLENGE GRANT, PAYABLE FROM ACCOUNT NUMBER 37-515120; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka received a grant award from the Department of Housing and Urban Development's (HUD), which the City would like to use to fund a paid internship to assist the Community Development Department with various related studies; and WHEREAS, the grant award will provide an opportunity for students to participate in a paid and unpaid internship program for undergraduate and graduate students from local colleges and/or universities; and WHEREAS, the internships will introduce the students to the process of City government and allow them to opportunity to participate in well-planned and organized practical projects, matching their educational objectives, and in return the students/interns will provide the City with an enhanced ability to conduct research, with which to address certain unmet needs; and WHEREAS, a student will be eligible if he/she is currently enrolled in an accredited program; and WHEREAS, all City costs will be paid by grant funds; and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to implement the City of Opa-locka paid and unpaid Internship Program. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Resolution No. 12-8343 Session 1. The recitals to the preamble herein are incorporated by reference. Session 2. The City Commission of the City of Opa-locka, authorizes the City Manager to implement and administer the City of Opa-locka paid and unpaid Community Development Internship Program, to provide opportunities to undergraduate and graduate students, specifically related to the Community Challenge Grant, and to be paid from Account Number 37-515120. Session 3. This resolution shall take effect immediately upon adoption. Description: The City of Opa-Icoka (the City) received a grant award of $624,479 from the United States Housing and Urban Development Department (HUD). The City would like to fund a paid internship program specifically to assist the City's Community Development Department with various studies related to the grant in order to develop a plan that ties the following and that will help in developing a strategy for: • Annexation • Water Reclamation • Brown field • Historic Preservation Program Overview: The City of Opa-locka's Internship Program aims to enrich the learning experience of undergraduate and graduate students from local Colleges and/or Universities by introducing them to the City of Opa-locka government in action. Students will participate in well-planned and organized practical projects that match their educational objectives, and in turn provide the City with an enhanced ability to conduct research and additional staff to address certain unmet needs. The program will provides a 12-15 week undergraduate and/or graduate level internship opportunity for selected candidates. Participants are assigned to a specific project and will have the leadership of a project supervisor, a member of senior management, who will guide them as they complete their assignment and learn more about urban redevelopment. Special projects for this program are in constant development. Minimum Eligibility Requirements: In order to participate in the City of Opa-locka's Internship Program, a student must be currently enrolled in an accredited undergraduate or graduate program with an internship requirement or option as part of their curriculum. Status: While participating in the City of Opa-locka's Internship Program, participants will be considered interns, assigned to a special project for 12 — 15 weeks. This is a non-paid or paid undergraduate or graduate internship for college credit. All paid internships will be paid $10.00/ hour for undergraduate and $12.00/hour for graduate students. Applying For the Program: Program requirements will be advertised through local universities. The City will work closely with the respective educational institions All applications will be received and processed by the City's Human Resources Department. Selection Criteria: The City Manager's Office or designee reviews the applications and makes the final selections. Applications will be selected on the following criteria: 1. Potential for future growth 2. Commitment to a career in public service 3. Scholastic Achievements 4. Work Experience 5. Letters of Recommendation Program Completion: The Community Development Department Head shall complete evaluations of the participants at the end of the session. Participants are required to submit a written report to their Department Head on the date assigned in order to receive recognition of completion. Exit interviews will be scheduled after submission of the project. Participation in this program commits neither party to the other upon completion of the program. Account Number: 37-515120, Salaries-Regular Financial Impact: There is no significant financial impact to the City other than for ordinary costs associated with routine meetings with consultants, copies, and postage. All paid internships will be covered by grant funds. Implementation Time Line: Immediately Legislative History: Resolution #11-8319 authorized the acceptance of the HUD Grant.
