Home My Public Portal About16109 HR Classification Ordinance 2023ORDINANCE NO. 16109 AN ORDINANCE, repealing Ordinance No. 15745, as adopted on September 9, 2021, and enacting a new Ordinance prescribing changes to the Classification Plan to include the recommendations from the 2023 Compensation Study foi C and Unclassified positions only and changes associated with equity and business needs, all changes have been approved by the Civil Service Commission. WHEREAS, the Classification Plan is enacted for all employees in the Classified and Unclassified Service of The Metropolitan St. Louis Sewer District, except the Executive Director, Secretary-Treasurer and the Internal Auditor positions, and designates those classifications which are eligible for payment of overtime compensation; WHEREAS, Rule 12.1 of The Metropolitan St. Louis Sewer District Civil Service Rules and Regulations provides amendments to the Classification Plan of the Classified Service shall be authorized by Ordinance; WHEREAS, pursuant to Section 13.5T of The Metropolitan St. Louis Sewer District Civil Service Rules and Regulations, classified employees in classes allocated to the Management Schedule shall be entitled to be paid for overtime work only if provided by District Ordinance; WHEREAS, Section 8.070 of The Metropolitan St. Louis Sewer District Charter Plan states, “The Board shall by ordinance prescribe the salaries of the Executive Director the Secretary-Treasurer and the Internal Auditor. Except as otherwise provided in this Plan, the Board shall also by ordinance prescribe working conditions, salaries, vacations, sick leave, or other compensation or benefits of all other officers and employees of the District. Such salaries and other compensation and benefits shall conform to the prevailing wages and conditions in the areas affected by the Plan; and WHEREAS, the Board of Trustees hereby wishes to amend said Classification Plan and to designate those classifications which are eligible for overtime compensation. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. Ordinance No. 15745, adopted September 9,2021, is hereby repealed and superseded. Section Two. Subject to the Civil Service Rules for administration, all positions in the Classified Service of The Metropolitan St. Louis Sewer District shall be classified, coded, graded and eligible for payment of overtime compensation as shown on the Classification Plan Attachment A, attached hereto and made a part hereof. Section Three. Subject to the Section 8.070 of The Metropolitan St. Louis Sewer District Charter Plan, the grade schedule for all unclassified positions, excluding the Executive Director, Secretary-Treasurer and the Internal Auditor, are as shown on the Classification Plan Attachment B, attached hereto and made a part hereof. The foregoing Ordinance was adopted on May 11, 2023 by the following vote: Ayes - A. Fehr, R. Wilson, G. Nicozisin, B. Watson and B.
