Item #6: NOTIFICATION FROM AT&T BROADBAND REGARDING FCC
RULING FOR HIGH-SPEED 1NTERNET SERVICE
Staff received written correspondence from AT&T Broadband dated April 1, 2002,
indicatmg that as of April I, 2002, it will no longer bill customers for franch~se fees on
cable modem serv~ce (high-speed Internet service).

On ~March 15, 2002, the FCC made a decis~on that "cable modem service ~s an interstate
information service" and not a cable service. The FCC has ruled m its decision that
revenue from cable modem service (high-speed Intemet service) will not be included in
the calculation of gross revenues from wh~ch the franchise fees are generated.
In adhering to the FCC ruling, AT&T Broadband is inform~ng the City of Lynwood that
it will no longer bill customers for franchise fees on cable modem service. AT&T
Broadband will notify its customers of the change on their cable bills. AT&T will ~ssue
credrts to customers for franchise fees paid on cable modem service for the service penod
after March 15, 2002.
It was moved by Vice Chairman Pedroza, seconded by Director Byrd and carried to
recerve and file the informat~on relative to the decision of the FCC concemmg high-speed
Internet service.

The Information, Inc. of the City of Lynwood met in a Special Meeting at 11330 Bullis
Road on the above date at 7.21 p m.
Chairman Reyes presiding.
Directors Rodriguez, Pedroza, Reyes answered the joint roll call for all agencies.
Also present were City Manager Gonzales, Interim Deputy City Attorney Sylva,
Treasurer Pygatt, and Adel Rojas, Administrative Analyst II

Chairman Reyes stated the Directors would discuss Council Item #5, Lynwood
Information, Inc. Item #4, Lynwood Public Finance Authority Item #4, and Lynwood
Redevelopment Agency Item #1, since all items are the same
item #4 FY 2001-02 YEAR END BUDGET REVIEW ON LYNWOOD
INFORMATION INC.
City Manager Gonzales explained this was an information workshop to begin the
budget process for the upcoming year and to do some year ending adjustments,
pursuant to actions that have been taken by the Directors over the past months
Asking Directors to approve the allocation of line items that require some
additional monies in order to finish the year Also this workshop is to inform Directors
regarding budget issues, how would it impact the budget and to give an overview of the
three (3) year projection of upcoming fiscal year
Director of Finance Alfretta Earnest prepared and distributed budget bookiets for the
Directors. The budget booklets include the following information 4
:• Organizational Charts
:• Budget Amendments
:• Utility Services (Fiscal Year)
:• One-Time Summary Review
City Manager Gonzales explained that there would be a series of budget workshops
in the month of May to provide the Directors an opportunity to hear from each
Department of their current programs, activities, and tasks and to provide the City
Manager an opportunity to receive guidance from the Directors in the programs,
activities, and tasks to expand, delete, modify or introduce in the proposed budget.
Vice Chairman Pedroza questioned the Budget Amendment Recaps.
Ms Earnest explained to the Directors that they are asking for additional monies to be
transferred from the General Fund to different accounts by Department, due to
unaccountable expenditures such as personnel changes, office supplies, office furniture,
and the recent installation of new phone system.

City Manager Gonzales explained that (OSHA) Ergonomics conducted an inspection
throughout City Departments a few months ago and the findings were that various
Departments needed to replace the old desks with new desks in an effort to prevent the
Carpo Tunnel Syndrome and to alleviate discomfort situations due to the working
environment conditions
Directors raised some questions in regards to the operation of the budget. City Staff
explained in detail the operation of the budget to the Directors.
Directors held a discussion about the renegotiation of previoas contracts
Director,Byrd left at 8~35 p m.
Chairman Reyes announced that the following dates are scheduled for budget
presentations
:• April25, 2002 at 7 00 p m.
:• Nlay 8, 2002 at 7~ 00 p.m
•:• May 13, 2002 at 7.00 p.m
• May 17, 2002 at 7:00 p m
City Manager Gonzales stated that each Department would do budget presentations
giving more detail information of services provided.
It was moved by Vice Chairman Pedroza, seconded by Director Rodriguez and carried
to receive and file the presentation.
ADJOURNMENT
Having no further discussion, it was moved by Vice Chairman Pedroza, seconded by
Director Rodriguez and carried to adjourn to a Special Workshop on April 25, 2002 at
7 00 p m, meeting adjourned at 9~30 p m

Status of Lynwood High School Girls Basketball Team
Parade and Rally
To inform the Board of Directors of Lynwood Information Incorporated of
the status for the planning of the parade and rally that will honor the
Number One Girls Basketball Team in America.
DISCUSSION:
In early April, the Lynwood City Council directed staff to work with the
Lynwood Unified School District to coordinate a parade for the purpose of
recognizing the outstanding achievement of the Lynwood Hi gh School
Girls Basketball Team, who after winning the title of CIF Division I State
Champions was designated as the Number One Girls High School
Basketball Team in the nation by "USA Today" and the "Student Sports"
Magazine.
In that this is an exemplary honor for the entire community of Lynwood,
staff of the City of Lynwood and that of Lynwood Unified School are
jointly working to plan a celebratory parade and rally. To date, city staff
has had weekly meetings with staff of the Lynwood Unified School District
and the following plans are in progress.
The parade and rally, themed as "A Salute to the Lady Knights"
Honoring the Lynwood Champions, have been scheduled for Saturday,
May ~ 1, 2002 at 1 1:00 a.m. This theme was selected because it places
special emphasis on the Girls Basketball Team for its tremendous
achievement but can also incorporate other extraordinary achievers
among Lynwood youth, as a mechanism for heightening spectator
participation.
The parade will begin at Martin Luther King,Jr. Blvd. at Elm Avenue. The
parade staging area will be on Elm Avenue, just north of Martin Luther
King, Jr. Blvd. The parade will proceed west on Martin Luther King, Jr.
Blvd. to Bullis Road. The parade will immediately disburse for the rally.
The rally will be held on Bullis Road, just north of the Clock Tower
immediately following the parade.

The City of Lynwood is assisting with the stage set-up, providing chairs
for the rally, assignment of Lynwood Sheriffs, a celebratory street banner,
confetti and streamers for the rally, acquisition of fire truck for parade
procession, and street closures.
The Lynwood Unified School District has assumed responsibility for
providing a sound system, videotaping of the event, signs for all parade
participants, decorating parade vehicles, coordinating the selling of
school spirit items at rally, a VIP reception and VIP luncheon.
The Lynwood Unified School District is also seeking a parade master of
ceremonies.
RECOMMENDATION:
That the Board of Directors of Lynwood Information Incorporated review,
receive and file this report.
