HomeMy Public PortalAbout03-19-09c A Regular Meeting ofthe Mayor and Council ofthe Borough of Carteret was call~d to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, March 19, 2009, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Iris Colon " Jorge Diaz " Randy Krum " Susan Naples " Joseph W. Sitarz Also noted present was Kathleen M. Barney, Municipal Clerk and Robert Bergen, Borough Attorney. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that the 2009 Annual Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 5, 2009 and published on January 8, 2009. Upon MMS&C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full Council present, the Minutes of March 5, 2009 were approved, transcribed and engrossed by the Clerk. MARCH 19, 2009 REGULAR MEETING March 19, 2009 ROLL CALL Minute of Silent Prayer/Pledge of Allegiance STATEMENT OF MEETI~ NOnCE MINUTES FOR APPROVAL 1 MARCH 19, 2009 ORDINANCE #09-04 "CAP"Ordinance to Exceed Index Rate" First Reading Public Portions on Resolutiins/ Agenda Items And New Business Public Portion Closed Mayor Reiman ORDINANCE #09-04 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on upon MMS&C by Councilmembers Diaz and Naples . Upon individual roll call vote Councilmembers Bellino, Colon, Diaz, . Krum, Naples and Sitarz voted in the Affirmative. CALENDAR YEAR 2009 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A 40A: 4-45:14) Upon MMS&C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, the public portion on Resolutions/Agenda Items and New Business was opened to the public. There were no comments from the public. Upon MMS&C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Council present, the public portion was closed. Mayor Reiman then asked ifthere was any questions on any of the Resolutions numbering HI thru H9 from the Governing Body. 2 There were no questions from any of the Governing Body. Resolutions #09-75 thru #09-83 were introduced by the Mayor and referred to the Council for action. Upon individual roll call vote Councilmembers Bellino, Colon, Diaz, Krum, Naples and Sitarz voted in the Affirmative. Upon MMS&C by Councilmembers Diaz and Naples all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Colon, Diaz, Krum, Naples and Sitarz voted in the Affirmative. . The Clerk stated that she was in receipt of an Application from St. Joseph' School H S A, Amending RLl882 by changing the date. Upon MMS&C by Councilmembers Sitarz and Naples and unanimous affirmative vote of the full Council present, it was ordered to be approved. Departments- Board of Health / Office on Aging-January & February 2009. Upon MMS&C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present all Reports were ordered to be received and placed on file. BUILDINGS & GROUNDS: Committee Chairperson Naples reported the roofs of the dugouts have been completed in Carteret 4 Park and a valve was repaired in the Borough Hall and the machinery is getting prepared for the Spring. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported that the Sewer Department has just completed a collection period that ended on the 15th of March and there is a thirty (30) day grace period before interest is accrued. He went on to report that the Finance Office has been sending notices out to the vendors to comply with the E- VerifY Policy. Continued Progress. FIRE & DOMESTIC PREPARDNESS: Committee Chairperson Krum reported they received a letter from the Fire Marshal of Middlesex County and the Board of Chosen Freeholders, explaining there was a flip over on Exit 10 and our men went down there with the Foam Truck and helped to clear up the incident. He also mentioned on March 12th there was a train collision with some hazardous materials and we sent letters out to the County thanking their people and the Fire Marshal and the Salvation Army, for their assistance. Progress. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino reported Spring will be arriving tomorrow and more work will be done as the weather changes. He went on to report that the Leniart Baseball Field at Carteret Park is being redone and the fields are now being used for the softball season. Progress. POLICE: Committee Chairperson Sitarz reported there are Safety Yield Signs throughout the town at the crosswalks for pedestrians and they will adding a few more. Progress. PUBLIC WORKS: Committee Chairperson Colon reported this department has been focusing on many projects, including street sign replacements and repairing potholes. She went on to report that they are maintaining sanitary and storm sewers, including regular maintenance and inspections of each pump station and aggressive sewer line cleaning and televising. Progress. 5 MARctL19, 2009 COMMITTEES Cont: MARCH 19, 2009 COMMITIEES Con t : BOARD OF EDUCATION: Committee Chairperson Naples reported tomorrow evening the Middle School is sponsoring a count down to the NJ Ask Dance for the Students which is motivation for the NJ Ask State Test which is coming up. Their theme is "Your Task is to Pass the Ask." She went on to sayan the 24th of April is a Tricky Tray at Nathan Hale School, which will begin at 6:00 P.M. Mayor Reiman said he wanted to officially include in the record about the passing of former Freeholder, Mayor and Assemblyman, George Otlowski. He went on to say he had the honor of knowing him later in his life and said he was a well respected individual who gave everything he had to the City of Perth Amboy and to his representation as a Freeholder and Assemblyman and went on to mention his viewing is in the Synowiecki Funeral Home in Carteret and he encouraged everyone to stop by and pay respects to him and his family. He said his son George is the Attorney for the Carteret Board of Health and has been for many years.
