Brown Act, Government Code Section 54950-54962, Part III, Paragraph 5 ) 4 GEOGRAPHIC INFORMATION SYSTEMS UPDATE Comments A Geographic Information System (GIS) is a collection of computer hardware, software and geographic data, that allows a user the ability to capture, store, update, manipulate, analyze and display several forms of information in the form of a map GIS allows for several layers of data to concurrently appear on a single map City GIS is currently being used by various personnel representative of ' different departments in the City to Provide basic parcel map and property ownership information within the City Code Enforcement is also using this system as a database for Code Enforcement cases Although City GIS is currently meeting basic GIS needs, the possibilities for usage of GIS are endless In an effort to further determine how GIS can enhance our city operations and to develop a comprehensive plan for the usage of GIS, the City Manager formed a GIS Committee comprised of representation from the various divisions that are either utilizing the City GIS system or have the need for GIS applications Gurrently, the GIS Committee is in the preliminary stages of developing the best method to build a GIS database for the City This will be extremely useful because it will allow us to store data that we either have gathered or need to gather in a common format. Recommendation: Staff respectfully requests that the Chairman and Members of the Lynwood Information Incorporated receive and file this item. May 15, 2002 TO~ HONORABLE CHAIRMAN AND DIRECTORS OF LYMWOOD INFORMATION INCORPORATED FROM: Faustin Gonzales, City Manager BY Autra C Adams, Program Development Coordinator SUBJECT Geographic Information Systems Update PURPOSE: To provide the Chairman and Members of the Lynwood Information Incorporated with an update of the usage of Geographic Information Systems BACKGROUND: A Geographic Information System (GIS) is a collection of computer hardware, software and geographic data, that allows a user the ability to capture, store, update, manipulate, analyze and display several forms of information in the form of a map GIS allows for several layers of data to concurrently appear on a single map In December of 2001, the City of Lynwood entered into an agreement with Digital Map Products to purchase the usage of their City GIS system. City GIS is currently being used by various personnel representative of different departments in the City to provide basic parcel map and property ownership information within the City Code Enforcement is also using this system as a database for Code Enforcement cases ANALYSIS: Although City GIS is currently meeting basic GIS needs, the possibilities for usage of GIS are endless In an effort to further determine how GIS can enhance our city operations and to develop a comprehensive plan for the usage of GIS, the City Manager formed a GIS Committee comprised of representation from the various divisions that are either utilizing the City GIS system or have the need for GIS applications - How other Cities are Utilizinq GIS The first endeavor of the committee was to access how other cities are utilizing GIS MIS and Engineering staff visited the cities of Carson, Cerritos, Downey, and Riverside to view their GIS systems and determine how they are utilizing GIS to enhance their operations The City of Carson is utilizing various software to provide information on the regions economic assets They are able to provide this information online, which is of interest to those in the clusters and to people around the world doing business with them or thinking of locating in the area. They also utilize GIS to help plan for infrastructure needs. The City of Cerritos has invested a considerable amount of money, $1.2 Million, into a GIS system they have built over the last five years. They have approximately 60-70 layers of information with map aerials with up to 4 inch accuracy The information they have stored in their system contains everything from trees, manholes, sewers, streetlights, etc. The main departments currently utilizing the GIS system are Pubiic Works, Building, and Planning. The City of Downey has spent approximately $500,000 over the past 3 5 years building their GIS system. The system has approximately 50-60 layers of data with aerial maps up to 1 foot accuracy containing information such as water lines, sewer lines, property and parcel information, and fire hydrants The departments currently using GIS are Fire, Police, Planning, Building, and Public Works The City of Riverside is primarily using GIS to monitor their Code Enforcement Division. They have used the mapping feature to target proactive efforts, look at workload of each officer based on a specific geographic area, determine concentrated locations of certain types of violations within the city, and evaluate the number and type of violations by geographic areas and specific time frames CurrenUFuture Usape for Lvnwood City GIS is currently being used by various personnel representative of different departments in the City to provide basic parcel map and property ownership information within the City Code Enforcement is also using this system as a database for Code Enforcement cases. in addition, the Sheriffs Department is utilizing ArcView GIS software to maintain a database and to map various crime information/statistics in the City of Lynwood. Staff also utilizes GIS for public policy analysis Examples of this have occurred with mapping the concentration of where Senior Citizens live within the city and mapping where gra~ti has been located within the city Currently, the GIS Committee is in the preliminary stages of developing the best method to build a GIS database for the City The committee has determined the need for GIS for each division and is currently in the process of determining what we need to do in order to meet those needs This will be extremely useful because it will allow us to store data that we either have gathered or need to gather in a common format. RECOMMENDATION: Staff respectfully requests that the Chairman and Members of the Lynwood Information Incorporated receive and file this item.
