Gentlemen:
An inspection of the completed sewer construction on this project has been
made and the work has been done in accordance with the plans and specifi-
cations. Approval of the construction of the sewerage is hereby given and
the sewer contractor is relieved of further responsibility.
A final measurement plat consisting of 1 reproduceable and 4 paper copies
stamped with the engineer's seal is required by the District. If not sub-
mitted by September 17, 1985, the final plat deposit will be forfeited.
Final approval and acceptance for public maintenance will be given after
a reinspection and dedication have been made. The reinspection will be
made after the final grading, streets, sod and. all improvements are com-
pleted.

On Tuesday, March 24, we met with you, Ermin Lee and John Dunard of your
office, Mr. Glenn Borgard of Volz Engineering & Surveying, Inc., and Mr.
Bob Krause of Riverwood Estates Development Company to evaluate potential
problems associated with the'84" RCP pipe at Station 33 of Riverwood Estates
Boulevard. The pipe will be located at the base of a thirty -foot -high
embankment fill for the roadway. The road will be sixty feet wide at street
grade. The pipe will be 180 feet long. The embankment will be 200 feet
wide. Concern was expressed by your office on the bedding and backfill
procedures and the total expected settlement of the pipe due to the deep
fill.
We have drilled twelve test holes on the site to depths of twenty-five
feet for an FHA investigation. All of the holes ran to depths of twenty-
five feet without encountering auger refusal. The soils are silty in character
with some fine sands at depth. No test hole was drilled at the creek crossing.
On March 23 a pit was dug near the centerline of the creek crossing. Drive -
tube density tests were obtained in the walls of the pit. Soft organic soils
were encountered to a depth of four feet. Below four feet the soils had
low organic contents but were very soft. Dry unit weights averaged 80 pcf
and moisture contents were 40 percent. The pit was terminated at a depth
of eleven feet without encountering ground water or bedrock. We suspect
the normal ground water table is near the surface and has been depressed
by unusually dry weather. We expect the soils remain soft to depths of
twenty-five to thirty feet and are underlain by relatively uncompressible
clays. Assuming thirty feet of soft compressible soSC4 E high
embankment, the computed total settlement of the pipe below the ce"1T er of
the embankment was 2.55 feet. The settlement at the end of the embankment

should not exceed 0.5 feet. Of the total centerline settlement we anticipate
at least 0.5 feet would occur during construction of the first twelve feet
of fill and prior to the placement of pipe. The total deflection at the
centerline of the pipe after the pipe was installed would be two feet.
We discussed during our meeting the benefit of a surcharge fill. Attached
as Figure 1 is a graph of settlement versus height of fill. The computed
consolidation of the virgin soils at the center line of the pipe due to the
first twelve feet of fill is 1.6 feet, and at the ends of the pipe about
0.5 feet. Final consolidation at the center of the pipe due to a seventeen -
foot -high fill is 1.9 feet. Very little additional consolidation will occur
at the ends of the pipe or toe of the embankment due to additional fill.
If the pipe was installed after the full consolidation of the first twelve
feet of fill the remaining differential settlement between the center and
ends of the pipe due to the additional fill would be about 0.9 feet, and
similarly for a seventeen -foot -high fill would be 0.6 feet.
Mr. Bob Krause indicated that Riverwood Estates Development Company would
consider placing an immediate fill across the bottom of the draw and waiting
to place the pipe until the Phase Two grading commences. As per Glenn
Borgard, a 24" RCP is required to handle the storm flow in the interim.
We recommend a properly compacted high density earth fill be placed to
a depth of two feet over the pipe, or Elevation 500. We recommend an
additional five feet of surcharge fill be placed to Elevation 505. The five
foot fill should be a minimum of twenty feet wide at the crest. Side slopes
should be one vertical to two horizontal. The total width of the five foot
surcharge would be forty feet. In the event of an unusually large storm
the fill could be overtopped at Elevation 500 without involving the major
portion of the five foot surcharge.
The seventeen -foot -high fill, if permitted to remain at least one
construction season, will cause 75 percent of the total consolidation
anticipated from the thirty foot high embankment. We expect the remaining
0.6 feet of settlement due to the remaining thirteen feet of fill is within
the tolerable limits if the pipe is properly backfilled.
The organic soils have been cleaned from the old creek bottom. The old
dam crossing the creek should be broken off at least four feet below final
pipe subgrade. All materials used as fill should be the on -site cohesive
materials of low to moderate plasticity (Liquid Limits less than 50). Below
Elevation 500 all fill should be placed in lifts not exceeding one foot in
loose thickness and should be compacted to a minimum dry denisty of 90 percent
of the maximum dry density as determined by the Modified Proctor Compaction
Test or ASTM D 1557-70. The fill placed between Elevation 500 and 505 should
be tracted into place. After a minimum period of . it •ove

properly compacted.
Precautions must be taken in backfilling around the eighty -four -inch
pipe to provide uniform support and avoid a piping failure due to a void

at a possible leaky joint. We believe two alternative may be considered
for the pipe bedding.
Class C Bedding: The backfill may conform to the Metropolitan St. Louis
Sewer District's "Pipe Bedding Class 'C' (Modified for Reinforced Concrete
Pipe)". Compacted crushed limestone and screenings will be required below
the spring line. Above the spring line either screenings or hand -tamped
cohesive earth fill compacted as specified above may be used outside the
pavement. Within the pavement limits screenings should be used. This fill
should be brought up a minimum of two feet above the top of the pipe before
commencing the regular earth moving operations.
Anti -seepage plugs should be placed at points along the sewer trench
backfill to prevent "piping". The plugs should consist of a mixture of five
parts soil to one part bentonite by volume. The plugs should be a minimum
of ten feet long and completely surround the pipe, replacing the regular
backfill specified above. The plugs should be located near both ends of
the pipe and on the upstream side of the pipe just outside the roadway limits.
An earth cradle shaped to the bottom of the pipe should be formed prior to
laying the pipe section. Careful attention should be given to compaction
of the soil-bentonite mixture immediately around the pipe. A board or other
narrow instrument will be required to compact the earth against the lower
portion of pipe. The soil-bentonite mixture should be compacted to 90 percent
of ASTM D 1557 as specified above.
Cohesive Bedding: The entire pipe may be bedded in the on -site cohesive
soils as long as careful attention is given to compaction. Bentonite should
be mixed with all earth placed within two feet of the pipe including the
soil cradle below the pipe. The earth fill should be placed in uniform lifts
on each side and below the pipe not exceeding six inches in loose thickness.
Bentonite in a powder form should be spread to a depth of one inch on the
zone within two feet from the pipe. It may be mixed with the soil using
a Rototiller, and then compacted with hand tampers. The fill should be
brought up two feet above the top of the pipe.
In our judgement, the cohesive bedding will provide more resistance to
seepage but the granular fill will provide more uniform support. We believe
either fill approach will provide proper bedding and the choice might be
based upon economic considerations.

secured for such construction from The Metropolitan St. Louis Sewer District
Permit Office, 2000 Hampton Avenue, St. Louis, Missouri 63139.
Before a construction permit will be issued, an agreement must be made to dedicate
the sewers, easements, and appurtenances to The Metropolitan St. Louis Sewer
District. The form for sewer dedication is enclosed in three copies.
Permission to connect sewers to any existing private sewer must be obtained from
the owner before a construction permit will be issued.
Before any permit based on the application will be issued, the sum of $*WAIVED SEE BELOW
must be deposited with the District as a guarantee that construction approval is
obtained, and a final measurement plat meeting the requirements of the District
will be filed with the District for storm water and sanitary facilities upon
completion of the project.
The permit fee is $30.00 and the inspection deposit will be based on 50 cents
per lineal foot of sanitary sewer and 70 cents per lineal foot of storm sewer.

Subject: Riverwood Estates
In response to your memorandum of March 2, 1981, the soils report for
subject subdivision has been reviewed to attempt to determine the adequacy
of the described construction procedures. Only the proposed roadway
fill over the proposed eighty-four (84) inch diameter reinforced concrete
pipe was considered, inasmuch as you indicated in your telephone conversa-
tion with Ermi.n E. Lee, Materials Engineer, that the detention basin dam
was beyond the right-of-way limits and not the concern of this Department.
Due to the lack of background information, such as soil type, sub -surface
conditions, height of water table, etc., no approval can be given. In an
attempt to observe the conditions first hand, Mr. Lee visited the project
site but due to weather and ground conditions he was unable to reach the
roadway fill location. Without detailed information, one can only surmise
that a fill of this height, approximately thirty (30) feet, constructed of
a silty material, and over a stream bed, will undoubtedly show substantial
settlement over a period of time. Slippage of the side slopes is also a
possibility. Such failures would affect not only the roadway surface but
also the culvert below.
It is therefore recommended that you schedule a meeting of the concerned
parties, at which time construction procedures and possible problem areas
could be discussed in detail. It is essential that the soil type, depth
to rock, and height of water table be known before any further discussion
of this matter.
The soils report and construction plans which you provided are being
returned to you.

starting any work of the proposed project, application must be made and a
secured for such construction from The Metropolitan St. Louis Sewer District
Permit Office, 2000 Hampton Avenue, St. Louis, Missouri 63139.
Before a construction permit will be issued, an agreement must be made to dedicate
the sewers, easements, and appurtenances to The Metropolitan St. Louis Sewer
District. The form for sewer dedication is enclosed in three copies.
Permission to connect sewers to any existing private sewer must be obtained from
the owner before a construction permit wi ll be issued.
Before any permit based on the application will be issued, the sum of $ 2,650.001
must be deposited with the District as a guarantee that construction approval is )
obtained, and a final measurement plat meeting the requirements of the District
will be filed with the District for storm water and sanitary facilities upon
completion of the project.
The permit fee is $30.00 and the inspection deposit will be based on 50 cents
per lineal foot of sanitary sewer and 70 cents per lineal foot of storm sewer.

Per our conversation I am enclosing a check for $11,200.00 for sanitary
sewer tap fees in Plat I of Riverwood Estates. We respectfully request your
approval to pay only thirty-two (32) tap fees at this time.
Although Plat I contains sixty-three (63) lots, we will only be building
in an area totaling thirty-two (32) lots. Because of the high interest rates
and the slow moving economy we do not intend to open more lots than absolutely
necessary. We are making every effort possible to reduce our up front develop-
ment costs.
Prior to construction any homes in the remaining area of Plat I (31 lots),
we will advise you of our plans and pay the remaining tap fees totaling
$10,850.00.
If the above meets your approval, please advise St. Louis County that your
requirements have been met in order for us to record the record plat.

We have reviewed your revised improvement plans for the subject subdivision and
have the following comments:
1. Comments number 1, 2 and 8 of our prior letter of
February 3, 1981 are still required. Please provide.
2. Reference is made to comment number 4 of our prior letter
of February 3, 1981 and your reply of February 12, 1981.
The 1.7 P.I. factor used for on -site common ground is
not acceptable. It will be necessary to increase this to
a P.I. of 2.4.
3. Reference is made to comment number 6 of our prior letter
of February 3, 1981, and to our conversation of
February 19, 1981. The P.D.E. provided are dedicated to
Metropolitan St. Louis Sewer District. It is this Depart-
ment's understanding that in accordance with the procedures
established for areas newly annexed by Metropolitan St. Louis
Sewer District that maintenance of sarpe befalls St. Louis
County and/or the property owners, not Metropolitan St. Louis
Sewer District. If, however, Metropolitan St. Louis Sewer
District is desirous of maintaining the storm sewers within
this subdivision, this Department would have no objection.
If Metropolitan St. Louis Sewer District is not going to main-
tain the storm sewers, then the P.D.E. must be dedicated to
St. Louis County. Please provide clarification in this regard.
4. Reference is made to comment number 9 of our February 3, 1981
letter. The jointing detail you provided for Scenic Valley
Court is nice, but, the jointing for the eyebrow on Scenic

5. Reference is made to comment number 11 of our February 3,
1981 letter, to the hydraulic computations received on
January 22, 1981, and to your reply letter of February 12,
1981. It was requested that the drainage area map and
hydraulic computations be revised to indicate bypass. Your
letter states this has been done. The drainage area map
still does not show bypass, example: sheet 25, inlet 17,
total "Q" shown to inlet, yet bypass of 1.44 c.f.s. occurs.
Likewise, your hydraulic computations do not include the
bypass into the downstream inlets "Q", example: sheet 3 of
your hydraulic computations, inlets 17 to 16 shows bypass
1.44 c.f.s., yet cumulative "Q"'s in the system include the bypass,
plus downstream inlet 28-22, sheet 7, cumulative "Q"'s does not
include the upstream bypass. It is noted that your reply letter
attempted to translate this information, but as requested, the
information was not sufficiently provided.
6. Reference is made to comment number 15 of our February 3, 1981
letter, and your reply letter of February 12, 1981. You
state that this is the toe of slope being adjusted with .
minor grading. It appears from your storm sewer profiles
that the minor adjustment is roughly 9 plus feet of fill at
the discharge point. This Department contends that this is
not minor adjustment, but major fill, and as such, the
integrity of the natural discharge point has been violated.
Please comply with the comment, extend to toe of proposed
fill.
7. Reference is made to comment number 17 of our February 3, 1981
letter. Guardrail was requested along Riverwood Estates
Boulevard at approximate areas where the distance from top
of bank to toe of slope was ten (10) feet or greater. Upon
further investigation, it appears that the guardrail you
have shown is insufficient to adequately protect the general
traveling public. Therefore, guardrail will be required
from approximately station 23+00 to station 28+00, east side
along common ground, and from approximately station 30+00 to
station 36+00, south side along common ground.
8. Reference is made to comment number 21 of our February 3, 1981
letter, and your reply of February 12, 1981. It is noted that
the hydraulic computations provide entrance control computations
for EP -59, however, the other information requested was not
provided, outlet control computations and cross -sections. The
design "Q" was not increased to a 50 -year design as requested.
Please comply with all facets of the comment.
9. In light of the minimal information `pecv de'0fl t above
comment, computations by this Department indicate'a HW/D
greater than 1 for the culvert. Accordingly, rip rap
protection for the roadway fill slope to the highwater
elevation will be required.

10. Reference is made to comment 3 above, the P.D. Easements.
It will be necessary to show the off -site P.D. Easements
on the construction plans.
11. In conjunction with comment number 7 above, guardrail.
Please provide standard construction details for the
guardrail.
12. Reference is made to comment number 3 of our February 3, 1981
letter, hydraulic computations. A review of the hydraulic
computations indicates actual discharge velocities to be
greater than those shown in the computations. Accordingly,
energy dissipators will be required at all discharge points
where velocities exceed 5 f.p.s. It is noted that a
detail of a dissipator occurs on sheet 33. Please indicate
if this is to be utilized at the discharge points.
13. Reference is made to the above comment. The actual discharge
velocity at EP -57 appears to be in the range of 30 f.p.s., not
18 as indicated. Accordingly, it will be required that bank
protection be provided at this point.
14. The following comments pertain to the headwall detail:
a. The alternate method of anchoring the fence to the
headwall and wingwalls should be as shown in red
block 1 of 9. The spacing of the fence post should
be indicated on the plans.
b. The requirements of the alternate method of placing
the fence post in concrete should be shown on the
plans.
c. The horizontal spacing of the 3" diameter drains should
be indicated. Also, plastic pipe should be used for
these drains.
15. Reference is made to comment number 16 of our letter of
February 3, 1981, C.A.P. As previously stated, C.A.P. is not
allowed by this Department, furthermore, it appears that
through the utilization of drop manholes, the stretch of
storm sewer in question could be stepped down the hill to
the outfall point. Therefore, please revise to eliminate
the C.A.P.
16. Reference is made to the hydraulic computation ,', , N N E D
subsequent to our review. The computation of turn losses
appears to be in error. Please check velocity used in main

Dear Sir:
We have reviewed your improvement plans for the subject subdivision and have the
following comments:
1. Prior to final plan approval from this Department, approval
from Metropolitan St. Louis Sewer District for the sanitary
sewers will be required.
2. Prior to final plan approval from this Department, approval
from St. Louis County Department of Parks and Recreation will
be required.
3. Prior to approval, and prior to further review, hydraulic
computations for the proposed storm sewers is required.
Please provide.
4. Reference is made to sheet 34a, whereon is shown a breakdown
of "Q" tributary to EP -59. A review of the drainage area
map indicates areas not accounted for in the breakdown.
Furthermore, the P.I. factor utilized should be increased to
coincide with the zoning of the parcel (i.e. 2.4).
5. It will be necessary to provide an off -site drainage area
map clearly delineating the tributary areas.
6. The following off -site easements are required:
a. Grading and drainage at EP -1.
b. Grading and drainage at EP -30.
c. Grading and P.D.E. at EP -57 and P.D.E<ac NNI L

I. There appears to be an error in the centerline data for curve
number 42. Please check.
8. A soils report for this project indicating handling of
roadway fills in the areas of the existing creek crossing
and pond area is required. The soils report is to be
compiled and furnished by a soils engineering firm of
demonstrated competency in this area. Two (2) copies of
this report are required.
9. A jointing detail for the eyebrow cul-de-sac is required.
Please provide.
10. Reference is made to the temporary cul-de-sac at the
terminus of Riverwood Estates Drive. The base material
for this cul-de-sac shall be six (6) inches Type "X"
asphaltic concrete, not rolled stone.
11. A review of the overland water flow patterns indicates
several areas where bypass will occur at the structures due
to both street grades and large drainage areas tributary
to same. The drainage area map should be revised to
reflect this bypass, with provisions made to adequately
handle same at the downstream structures. The hydraulic
computations should also reflect this bypass. The inlet
capacity of 28, and gutter capacity of inlet 5 are exceeded
due to this bypass. Please revise accordingly.
12. The profile for Riverwood Estates Drive should be revised
to reflect the culvert crossing at station 33+04+.
13. Reference is made to the warping points for the eyebrow
cul-de-sac. Please identify reference points for these
elevations.
14. Reference is made to the storm sewer profiles on sheet 23.
Please identify size of pipe from 74 to 73.
15. It would appear that EP -62 will be discharging onto the
side of a filled slope. It is requested that this discharge
point be extended to the creek downstream. Please revise.
16. In accordance with this Department's criteria, Corrugated (''1
Aluminum Pipe is not allowed. Therefore, it will be necessal^/i
to revise the run from manhole 78-A to manhole 78 accordingly. ' `��
17. In accordance with this Department's criteria, guardrail
will be required along Riverwood Estates Drive between
approximately station 24+00 to and around the intersection
of Court "N" with Riverwood Estates Drive on the east side,
and from approximately station 32+00 to 34+00 on Riverwood
Estates Drive both sides.

18. Reference is made to the detail for the headwalls on the
84 inch culvert. Two (2) copies of this detail, plus
profile of road and pipe, for review by our structural
engineer are required.
19. In accordance with this Department's criteria, chain link
fence will be required along the top of the headwalls for
the 84 inch pipe.
20. The plans should clearly reflect that a Type "G" transverse
joint with wire baskets will be required for Riverwood
Estates Drive.
21. Hydraulic computations for the 84 inch culvert are required.
Inlet control and outlet (submerged) control are both
required. The "Q" as previously discussed in comment number 4
above, should be increased to compensate for a 50 -year design
frequency for this culvert. To accomodate the above requested
design, a cross section both up and downstream of the head-
wall will be required. It is possible that this backwater
will affect adjacent lots in the next section. If so,
easements may be required.
22. Reference is made to sheet 29, whereon is shown a detail for
a grated trough. Please be advised that this item is under
revision by this Department. Please contact the undersigned
for the latest revisions to same.
23. The plans make reference to an existing grotto to be saved.
Please clarify, as this item directly affects the roadway
fill for Riverwood Estates Drive.
24. Reference is made to the Final Development Plan for this
project. It is stated therein that plans for the
ornamental entrance are to be provided for review with the
first plat. Please provide same at this time.
Further comments pertaining to the hydraulics of the storm sewer system, the
drainage areas, and structural comments, may be forthcoming at a later date,
upon receipt of information requested in these regards.
When these revisions have been completed, please return two (2) sets of plans
for our further review.

We have reviewed your improvement plans for the subject subdivision and have
the following comments:
1. Reference is made to the November 18, 1980 communication to
Mr. John Baggs, setting forth the Planning Commission's
conditions for the impending approval of the revised Final
Development Plan for this project. This review is based
upon those comments and a preliminary copy of the proposed
revised Final Development Plan. Please note that this
Department still needs to give written approval for the
Final Development Plan prior to recording of same.
2. It appears from the grading plan, sheet 3, that the entire
site is to be graded. Please clarify how temporary EP -7
will function if site is graded.
3. Pertinent construction information for the proposed
display area street including profiles, typicals, etc. is
required.
4. The off -site grading easement shown on the plans is required,

5. Reference is made to sheet 7. Please indicate the "Pre -Cast

7. A temporary cul-de-sac will be required at the end of
the proposed street extension, if the display area cul-de-
sac street is not going to be constructed.
8. The Type "B" joint shown at station 8+50 should be a
Type "D" transverse joint.
9. Reference is made to comment number 7 above. If the
display plat street is not to be constructed, it will be
necessary to provide interim drainage for this project
and all other details necessary for this type of
construction.
10. Granular backfill will be required for storm run CI -10 to
EP -7 where the pipe falls within the right-of-way of the
proposed streets.

AN ORDINANCE, declaring the necessity for the
acquisition of easements within certain existing property
within The Metropolitan St. Louis Sewer District, for the
purpose of permitting construction of sewers therein to
serve the needs of residents of the area and authorizing the
acquisition of such easements by purchase or by the institu-
tion of condemnation proceedings.
WHEREAS, there exists within The Metropolitan St.
Louis. Sewer District.an area of St. Louis County, Missouri,
known as the Riverwood Estates Sanitary Outfall Sewer of The
Metropolitan St. Louis Sewer District wherein there live and
work numerous people; and
WHEREAS, sanitary sewage gathered from such area
will have no alternative means of disposition to crossing
said property and will constitute a menace to public health
and welfare of the general public and the residents

WHEREAS, it is the purpose and design of The Metro-
politan St. Louis Sewer District to protect the public
health and welfare by constructing sanitary sewers over and
across said area in order to relieve and alleviate these

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. In order to protect the public
health and relieve insanitary and dangerous conditions, it
is necessary to appropriate and acquire by the exercise of
eminent domain or otherwise easements for the use of sewer
lines as hereinafter set forth, together with temporary
easements adjacent to the right-of-way as obtained for
working room during the construction period, and the right
of ingress and egress over the premises sought to be con-
demned for access to such easements, said permanent and
temporary easements being more particularly described as
follows:
A permanent easement ten (10) feet wide, being
part of a tract of land in Surveys 140 and 141 of St.
Ferdinand Common Fields, in Township 47 North, Range 6 East
in St. Louis County, Missouri,

corded in Plat Book 136, Page 34 of the St. Louis County Re-
corder's office; thence north 45° 21' 10" east a distance of
