AN ORDINANCE, making an appropriation of Eighteen Million Dollars
($18,000,000.00) from the Sanitary Replacement Fund to be used for wastewater treatment plant
construction in Bissell Point WWTF Fine Screen, Concrete and Gate Improvements (12548) in the
City of St. Louis, Missouri; and authorizing the Executive Director and Secretary-Treasurer on
behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22260 with Tarlton
Corporation for wastewater treatment plant construction.
WHEREAS, the bid for said combined and storm sewer construction is Twenty-
Five Million One Hundred Ten Thousand Dollars ($25,110,000.00) and the allowance for
construction change orders and other project expenses is One Million Three Hundred Ninety
Thousand Dollars ($1,390,000.00);
WHEREAS, a supplemental appropriation request is planned for Fiscal Year 2024
(FY24) for a total appropriation amount of Twenty Six Million Five Hundred Thousand Dollars
($26,500,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Eighteen Million Dollars ($18,000,000.00) is hereby
appropriated from the Sanitary Replacement Fund for wastewater treatment plant construction in
Bissell Point WWTF Fine Scree, Concrete and Gate Improvements (12548) in the City of St.
Louis, Missouri; said contract being comprised of such terms and conditions as have been
approved by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22260
with Tarlton Corporation as the lowest responsible bidder for wastewater treatment plant
construction in Bissell Point WWTF Fine Scree, Concrete and Gate Improvements (12548) in the
City of St. Louis, Missouri, pursuant to bids received on the 14th day of April, 2023.
The foregoing Ordinance was adopted June 8, 2023 by the following vote:
Ayes - A. Fehr, R. Wilson, G. Nicozisin, M. Evans, and B. Wahby
Nays - none
