AN ORDINANCE, making an appropriation of One Hundred and One Million
Dollars ($101,000,000.00) from the Sanitary Replacement Fund to be used for wastewater
treatment plant construction in Bissell & Lemay WWTF Fluidized Bed Incinerators (12565) in the
City of St. Louis and Unincorporated St. Louis County, Missouri; and authorizing the Executive
Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter
into Contract No. 22167 with Kokosing/Plocher, LLC for wastewater treatment plant construction.
WHEREAS, supplemental appropriation requests are planned for Fiscal Years
2024 (FY24), 2025 (FY25), 2026 (FY26), 2027 (FY27), and 2028 (FY28) for a total appropriation
amount of Nine Hundred Million Dollars ($900,000,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of One Hundred and One Million Dollars ($101,000,000.00)
is hereby appropriated from the Sanitary Replacement Fund to be used for wastewater treatment
plant construction in Bissell & Lemay WWTF Fluidized Bed Incinerators (12565) in the City of
St. Louis and Unincorporated St. Louis County, Missouri.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22167
with Kokosing/Plocher, LLC for wastewater treatment plant construction in Bissell & Lemay
WWTF Fluidized Bed Incinerators (12565) in the City of St. Louis and Unincorporated St. Louis
County, Missouri; and said contract shall be comprised of such other terms and conditions as are
approved by the Office of the General Counsel of the District.
The foregoing Ordinance was adopted on July 13, 2023, by the following vote:
Ayes - A. Fehr, R. Wilson, G. Nicozisin, M. Evans and B. Watson
