Comments:
To have M+D Properties; 3100 E. Imperial Highway LLC., and LTC
Development Co. (collectively the "Developer") present to the Agency
revised plans for the Market Place expansion project (the "Project")
iocated at and around 3100 E. Imperial Highway. •

Staff respectfully requests that after consideration, the Agency comment
on the proposed plan revisions.

Subject: MARKETPLACE REVISED SITE PLAN PRESENTATION
Purpose:
To have M+D Properties; 3100 E. Imperial Highway LLC., and LTC Development
Co. (collectively the "Developer") present to the Agency revised plans for the
Market Place expansion project (the "Project") located at and around 3100 E.
Imperial Highway.
Facts:
1. In August 1999 the Agency entered into an Owner Participation
Agreement ("OPA") with 3100 E. Imperial Highway, LLC (the "Developer")
and contributed 2.3 Million in property and subsidy to facilitate the
development under the OPA which included a family fun center.
2. On November 2, 1999, - the Agency approved a Disposition and
Development Agreement ("DDA") with the Developer for the development
of the Marketplace project.
3. The Agency and the Developer has executed several modified
agreements in connection with the Project which include a First
Amendment to OPA, a Rehabilitation and Loan Agreement (Towne
Center), and First Implementation to the DDA, and an Amended and
Restated DDA.
Analysis:
Under the First Amendment to fhe OPA the Developer was provided time to
incorporate any changes or upgrades in connection with Project. The Developer
commissioned a new architectural and brokerage team and has modified the
plans and is hereby presenting the proposed changes to the Agency for review
and comment.
Recommendation:
Staff respectfully requests that after consideration, the Agency comment on the
proposed plan revisions.
