Seniors need some kind of consideration when making these increases. Social Security doesn't keep up with the increases in utilities. We're now having to choose between property tax increases , food and meds. Secondly, does the non residential impervious fee have a measurable tolerance for how much rainwater needs to be able to penetrate through the surface? Basically, is there a line for what is impervious and where is that line? You can find more detail on the $1.65 billion capital plan in MSD’s Rate Proposal (link). The bulk of the incinerator costs are included in the $1.65 billion capital plan total for FY25-FY28. Table 4-7 on page 4-16 provides a summary of the capital plan by year and Appendices 8.2.2 through 8.2.4, starting on page 8-17, provide a detailed list of all the projects planned for FY25-FY28. Please see Appendix 8.9 on page 8-57 of the Rate Proposal for the method that will be used for impervious area determination. Aerial Photography will be captured and processed to classify the aerial images and delineate outlines of various impervious surface features such as Building Footprints, Sidewalks, Driveways, Paved Roads, Out-buildings, Parking-Paved, Patio-Concrete-Slabs, Recreation-Areas (i.e. tennis or basketball courts), and Sheds. The amount of rainwater penetration is not measured or taken into account - imagery is either classified as impervious or not impervious. MSD does a lot, but they are also getting a lot of money every month. As someone who experienced flooding in J uly 2022, I can s ay that MSD did not take responsibility for a lot. Also, I am very oppos ed to charging residences per foot or yard of s pace. This amounts t o a new property tax and they are already being paid monthly by millions of people, with cons ideration for water use and runoff calculated in. They need s ome ac countability and need to spend their funds well. All of us are dealing with inflation, and for many of the region's res idents, new tax es are meaning we can't buy enough food or fix things at our homes . Thank you for your cons ideration. Bills should run concurrent so consumers can actually compare apples to apples unless this is not how it is calculated. MSD customer service appears to care less or offer and explanation. Instead of rate increases, they need to better control their income rather than wasting $$$ paying for round signs that says "drains to sewer" and for someone to place them on each concrete sewer pad. Seniors are struggling as it is to stay in their homes between high inflation, prices skyrocketing. They do not clean storm sewers of debris like they say they do. I can show you examples. Before an increase is given they should provide info on their reserve funds.
