aware of the elements of such a program and applications for assistance can be quickly
processed. We further encourage MSD to be transparent about the budget for the customer
assistance program by not only making this budget public but also reporting the amount of
money spent quarterly on the program. Finally, we encourage MSD to participate with
Consumers Council in the creation of a low-income collaborative addressing the needs of
households that have low income and focusing on the creation of customer assistance programs
to meet ratepayers' needs.
In conclusion, Consumers Council requests that the MSD Rate Commission limit its
recommendation to only what is required to meet documented and necessary wastewater
operational needs and capital projects. Please consider the expansion of the MSD customer
assistance program to meet the needs of those who will be least able to afford any increase.
