RATE COMMISSION
Since its creation in 2000, the Rate Commission reviews all proposed changes in wastewater rates,
stormwater rates, tax rates or any change in the structure of rates. The commission gathers public input,
including public meetings, and then makes rate recommendations to MSD’s Board of Trustees.
The commission is made up of 15 member organizations representing a broad cross-section of MSD
customers and the community it serves. For more information about the commission and the 2023 rate

STORMWATER RATE PROPOSAL [MSDProjectClear.org/2023RateProposal]
Rising flooding and erosion problems are already more than the region’s natural (creeks, streams, and rivers) and constructed
(stormwater sewers) stormwater systems can handle. The 2023 Stormwater Rate Proposal is designed to address the growing
need for flooding and erosion control. It consists of two parts:
For Residential Customers: a 7.5-cent property tax per $100 valuation. The cost for an average customer (with a
home valued at $175,000) would be $2.06 per month, or less than $25 per year.
For Non-Residential Customers: an impervious rate, based on the amount of property which does not absorb
stormwater
IF APPROVED BY VOTERS IN APRIL 2024, THE STORMWATER PROPOSAL WOULD FUND:
700 million for stormwater solutions in the next 20 years
50%goes to the most pressing stormwater issues creating flooding and erosionproblems across MSDPC’s service area
goes to Municipal Stormwater Grants, allowing for local decisions onfunding priorities 30%
10%goes to an environmental justice fund to aid solutions in poor and marginalizedcommunities
goes to projects identified by MSDPC and a regional advisory committee,perhaps through the Municipal League of Metro St. Louis 10%

MSD Project Clear is in the midst of a $6 billion, 28-year improvement program through 2039, part of an agreement with EPA and
the Missouri Coalition for the Environment. As of early 2023, these improvements are on schedule and on budget.
As part of these required improvements, a bond election will be held in April 2024, asking voters to authorize $750 million of
wastewater revenue bonds for the coming 4-year cycle. Bonding is similar to getting a loan for a large purchase instead of paying
cash up front. You pay far less up front, but interest will be added to the total.
CUSTOMER ASSISTANCE PROGRAM
Although wastewater improvements must be done to protect the public’s health, safety, and water environment, and to fulfill our
agreements with EPA, MSD Project Clear recognizes the difficulty some of our neighbors in the St. Louis region can have paying utility bills.
That‘s why MSD provides a 50% discount on wastewater service charges for low-income residential customers participating
in the MSD Customer Assistance Program (CAP). Approximately 30,000 residential customers are eligible for this program. To learn
