AN ORDINANCE, making a supplemental appropriation of Five Million Dollars
($5,000,000.00) from the Sanitary Replacement Fund to be used for wastewater treatment plant
construction in Coldwater Creek WWTF Repairs and Improvements (2023) (12552) in the City of
Black Jack, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf
of The Metropolitan St. Louis Sewer District to appropriate additional funds to Contract No. 22173
with Plocher Construction Company, Inc. for wastewater treatment plant construction.
WHEREAS, Ordinance No. 15964, adopted September 8, 2022, appropriated the
initial funding for and authorized Contract No. 22173;
WHEREAS, a supplemental appropriation request is planned for Fiscal Year 2024
(FY24) for a total appropriation amount of Ten Million Dollars ($10,000,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Five Million Dollars ($5,000,000.00) is hereby
appropriated from the Sanitary Replacement Fund to be used for wastewater treatment plant
construction in Coldwater Creek WWTF Repairs and Improvements (2023) (12552) in the City of
Black Jack, Missouri.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to appropriate additional funds
to Contract No. 22173 with Plocher Construction Company, Inc. for wastewater treatment plant
construction in Coldwater Creek WWTF Repairs and Improvements (2023) (12552) in the City of
Black Jack, Missouri; and said contract shall be comprised of such other terms and conditions as
are approved by the Office of the General Counsel of the District.
The foregoing Ordinance was adopted September 14, 2023.
