A. Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session June 28, 2016 at 5:45 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton, Al Havens, Jo Kahler, Jim Bartels (Arrived at 6:41pm). Absent: Mike Ryan,. Also present: City Administrator/Clerk Doug Boldt, City Engineer Ben Carhoff, Deputy City Clerk Ashley Platz Building Official Brian Shay, and other visitors. B. Agenda Additions/Agenda Approval Motion to approve the agenda by Havens. Second by Upton. All ayes, motion carried. C. Tour of New Family Medical Clinic Motion to temporarily adjourn the work session to travel back to City Hall by Kahler. Second by Upton. All ayes, meeting adjourned at 6:19 PM Motion to restart meeting by Kahler. Second by Upton. All ayes, meeting restarted at City Hall in Tiffin at 6:28 PM D. Discussion and Review of Capital Improvement Plan Doug Boldt, discussed the proposed changes to the CIP. Mayor Berner explained the new addition of City Contribution to Oversizing Village Drive and reasoning for it. Jim Bartels Arrived at 6:41pm. Jim Bartels request to do something about the crosswalk connecting Deerview & Tiffin Heights to the School. E. Discussion/Ouestions from Council Members Regarding Items on the Regular City Council Agenda. Discussion about Minutes and adding "No public Comment" to the Public Hearing. Discussion and clarification about the Cipco and creating a section in the Ordinance is Cipco does not build then the zoning will revert back to R - IE. Question about claims list. F. Consent Agenda Motion to approve consent agenda which includes City Council Minutes *add to public hearing "No public Comment", Casa Tequila's Liquor License Renewal, Cigarette License Renewal for Kum & Go, The Depot, Morgan's Service and Casey's General Stores by Upton. Second by Havens. All ayes, motion carried. F. Mayoral Proclamation G. Public Hearing Motion to open Public Hearing for Ordinance No. 2016-386 - Ordinance Amending the Official Zoning Map of the City of Tiffin, Iowa, from R-1 C to R-1 D, from R-4 to R-1 D, from R-1 E to R-2, from R-1 E to R-1 C, from R-4 to R-2 and from R-1 E to R-1 D for Certain Property known as Auditor's Parcel 2006-033, Johnson County, Iowa, and as Legally Described Herein by Upton. Second by Kahler. Roll Call: Upton, Bartels, Havens, Kahler Ryan. All ayes, public hearing opened at 7:06 PM. Discussion: Received an email from a Chris Carlson. Jason Dumont- Developer of Tiffin East gave a PowerPoint presentation of the proposed rezoning and the Tiffin's current density. Public Comment: Bob Reihman- Concerns: 1) Infrastructure, 2) Need to rezone for Tiffin not for the developer Edward Messimer- Moved from Texas three years ago- All the housing that is build is Cookie Cutter. Key Kain- P&Z Member - presented a video of storm water behind his house and presented a PowerPoint - Urged council to think about Tiffin's needs for the future not just the current needs. Sara Betlach- feels that having Zero Lots are not looking the same as they did 15 years ago. City Council 1(-,c11da 1' l`7 2 o1-7 Mike Pugh- Attorney of Jason Dumont- His experience in other communities show the buffer of single family, duplex to multi family. Encourages to approve this development. Alan Kremzar- 553 Dakota Ave- Urges Council to listen to citizens and not lay down for every developer. Jill Kain- 552 Dakota — View from a mom's concern for safety regarding traffic next to a park and daycare. Cindy Harms- sent a letter to P&Z and Council regarding their concerns. Is effected by the rain and storm water runoff. Warren Lock- Concern with the construction in Tiffin and this would just add to it. Feels the development will be nice. But feels that the traffic on HWY 6. And feels it might be too much construction and the city should take a break. Jason Dumont- presented the remedy to everyone's infrastructure concerns regarding storm water runoff. Key Kain- Concern is with the drainage calculation Upton Asked Ben Carhoff about information about the drainage issue. He feels that the current remedy has resolved past water issues. Motion to open Public Hearing Ordinance No. 2016-387 — Ordinance Amending the Official Zoning Map of the City of Tiffin, Iowa, from R -IE to M-1 for Certain Property know as Bigelow Subdivision Lot 3, Johnson County, Iowa, and as Legally Described Herein by Upton. Second by Kahler. Roll Call: Upton, Bartels, Havens, Kahler, Ryan. All ayes, public hearing opened at 8:34 PM. Dan Ketchum- Cipco Representative — gave background of the project and reason for the need. Mayor — requested to have the agreement stipulate that if the land is sold to an entity not related to Cipco's use then the non-current use gets vacated then he zoning will revert back to the R-1 E. Jo Kahler — 8:40pm left meeting Discussion: No comments or concerns received at City Hall and no public comment. Motion to Approve First Reading and Proceed to Second Reading City Council Aenda Motion to approve Ordinance No. 2016-386 — Ordinance Amending the Official Zoning Map of the City of Tiffin, Iowa, from R-1 C to R -1D, from R-4 to R-1 D, from R-1 E to R-2, from R-1 E to R-1 C, from R-4 to R-2 and from R-1 E to R-1 D for Certain Property known as Auditor's Parcel 2006-033, Johnson County, Iowa, and as Legally Described Herein by Ryan. Second by Havens. Upton- voiced her concerns with development and the direction Tiffin should go. Bartels- Feels that the alternative exit/entrance into the Deerview development is benefit. Kahler- feels that the R-2 is good. Ryan- feels that the second access is a big benefit. Feels that the development helps make Tiffin an inclusive. This development has a good graduation of less density to greater density. Mayor Berner- Spoke about Comprehensive Plan and explained the graduation of density. This proposed development follows the City's Comp Plan. Roll Call: Ayes: Bartels, Havens, Kahler. Ryan. Nays: Upton, Motion to approve first reading of Ordinance 2016-386 has passed. 2. Building Official Report — Landscaping regulations there is language that gives the City rights to ask for additional screening. 4. City Engineer's Report — Jay Anderson — Closing Roberts Ferry Tuesday — Thursday to finish Highway 6. 5. City Attorney's Report — Nothing to report. 6. City Administrator's Report — Lights came for the ballfields. Office Furniture came Friday. Website is down and will be down for the week. N. Adjournment Motion to adjourn by Havens.
